Three years since the last whale was retired to a tank at the Marine Biology Institute in Santa Barbara, supposed to spend its remaining days eating fish and annoying tourists. Jim had seen the retirement paperwork. He had signed it. He had believed it.



    He was an idiot.



    The news on the radio said a fishing trawler had capsized off Catalina. Three crew members missing. Presumed drowned. The Coast Guard had found the hull punctured from beneath—something had hit the boat with the force of a torpedo, but there were no mines in these waters, and the Coast Guard wasn't expecting any.

    "They've been doing whale research for twenty years," she said as they approached in a Coast Guard cutter. "Government contracts. Navy work. I don't like it."



    "What don't you like about it?"



    "Everything," she said.



    The ship was massive. Three decks, a helicopter pad, and a laboratory section that took up the entire starboard side. Three years since the last whale was retired to a tank at the Marine Biology Institute in Santa Barbara, supposed to spend its remaining days eating fish and annoying tourists. Jim had seen the retirement paperwork. He had signed it. He had believed it.

    He was an idiot.

    The news on the radio said a fishing trawler had capsized off Catalina. Three crew members missing. Presumed drowned. The Coast Guard had found the hull punctured from beneath—something had hit the boat with the force of a torpedo, but there were no mines in these waters, and the Coast Guard wasn't expecting any.

    Jim turned off the radio. He poured another drink. He sat in the dark and listened to the ocean.

    The Bluefin System wasn't supposed to emit signals. It was supposed to receive them—the whales' own vocalizations, recorded and analyzed for intelligence purposes. That was the official story. The real story was that the oscillator in Jim's design had a transmitter mode, a feature he had added because he thought it would be useful for calibration purposes.

    He had been wrong. It was more than useful. It was the most dangerous thing he had ever created.

    The door opened at 11 PM on a Wednesday. Jim didn't turn on the light. He knew who it was by the footsteps—light, confident, the steps of a woman who was used to being listened to.

    Jim looked at her. He looked at the whiskey bottle. He looked at the ocean, visible through the cracked window at the end of the room. He thought about the whales.     "What don't you like about it?"

    Act I


    The Sanctuary smelled of ozone and rust and the faint chemical tang of recycled water — the perfume of the end of the world, if Arthur Pen had ever stopped to consider it, which he had, many times, in the twenty years since the Collapse.


    He sat cross-legged on the floor of the Brotherhood's underground chamber, a salvaged keyboard balanced on his knees, his fingers moving across keys that had once belonged to an NSA cryptography terminal before the world had ended and he had dragged it two thousand miles through the irradiated wastes to this underground chamber in the belly of New Carthage.


    The keyboard was old — twenty years old, which in pre-Collapse terms meant it was antique, and in post-Collapse terms meant it was priceless. Every keycap was worn smooth by the fingers of the man who had used it before Arthur, and beneath each key, someone had scratched tiny symbols — a code of their own, a personal cipher that only they could read.


    "Module's dead," said the voice behind him. "Three sectors won't respond. No water reports, no fuel reports, no nothing. The Grid went silent on them."


    Arthur didn't look up. His fingers kept moving across the keyboard, running diagnostics, testing circuits, tracing the signal path through layers of pre-Collapse hardware that had somehow survived the Collapse and the twenty years of neglect since.


    "Reg," he said, without looking up. "How long since you heard from Sector Nine?"


    "Ten days."


    "Sector Twelve?"


    "Eighteen. Maybe nineteen."


    Arthur's fingers paused. Ten days without communication from Sector Nine. Nineteen from Sector Twelve. In the old world, before the Collapse, this would have been a data anomaly — something to flag and investigate. In the new world, silence from the Grid meant one of two things: the settlement had been destroyed, or the Brotherhood had decided they weren't worth the bandwidth.


    He finished the diagnostic, closed his terminal, and turned around.


    Reg "Rusty" Hart stood in the Sanctuary's entrance — a young man of perhaps twenty-eight, lean and weathered, with the kind of face that had been shaped by wind and dust and the constant, grinding effort of surviving in a world that had forgotten how to be kind. His hair was cropped close to the scalp, not by choice but by necessity — long hair in the wastes was a liability, catching dust and debris and radiation particles.


    "They're asking questions," Reg said, stepping into the chamber and sitting on an upturned crate. "Settlements are asking where the Grid went. The Brotherhood leadership says it's a 'transient anomaly.' But I know the Grid. I helped maintain it. There's no anomaly."


    Arthur picked up his water cup — recycled, lukewarm, tasting faintly of the metal container — and drank. It was barely enough to wet his throat, but it was enough.


    "What do you think?" he asked.


    Reg looked at him with eyes that were too old for his face. "I think someone is lying. And I think it's the people who control the Grid."


    Act II


    The Brotherhood's leadership chamber was a circular room built from salvaged server racks — twelve metal panels arranged in a ring, each one the side of a pre-Collapse server that had once housed terabytes of data and now housed the men who controlled the last functioning encryption network on the continent.


    There were seven of them. Arthur recognized three of the men — former NSA colleagues he had trained before the Collapse. Colonel Marcus Webb, who had been his superior in the Deep Space Cryptography Division. Doctor Helen Park, the agency's chief protocol architect. And Sergeant First Class David Okafor, a field operator who had specialized in emergency communications during the Pacific evacuation.


    They were here, in the wastes, twenty years after the world ended, running the last cipher network on Earth. The technology had changed. The encryption had changed. The people around the table had changed.


    But the power dynamics hadn't.


    Arthur sat in the corner of the chamber, listening to Colonel Webb explain the "transient Grid anomaly" to the settlement representatives who had gathered — twelve men and women from different settlements, each one carrying the desperate hope that the Brotherhood's communications network could solve whatever problem had brought them to New Carthage.

    Webb nodded sympathetically. "I understand your concern, ma'am. The Grid will be restored as soon as possible."


    "But what if it's not an anomaly?" Reg's voice cut through the chamber like a knife through rusted metal. Everyone turned to look at him. "What if the Grid didn't fail? What if someone FAILED it?"


    The chamber went quiet. In the wastes, accusations like this were dangerous — they could start fights, and fights in the wastes were usually fatal.


    Webb's expression didn't change, but Arthur saw the slight tightening around his eyes that betrayed the man's irritation.


    "Reginald," Webb said smoothly. "You are a cipher apprentice, not a settlement leader. Your role is to maintain the Grid, not to speculate about its failures."


    "I'm speculating because I've been looking at the Grid's traffic patterns," Reg said, standing up. "For the past three weeks, I've seen deliberate delays — targeted delays affecting specific settlements. Settlements that can't pay the Brotherhood's connection fee get 'accidentally' cut off from the Grid. Settlements that pay on time get priority routing. This isn't an anomaly, Colonel. It's a price list."

    The floodwater was three inches deep in the ring factory, and it was the kind of water that smells like someone else's problem. I waded through it in work boots that had stopped being waterproof six months ago—the same six months my unemployment check stopped being enough.



    The ring was enormous. A circle of rusted corrugated steel and crumbling concrete, a mile in diameter, sitting in the flat nothing between Detroit and somewhere Detroit forgot.     "Jesus," I said, and I don't use that word lightly.



    "Count them," Tomás said.



    I counted. Twelve. Same as he'd said. Same as Gary's buyer had confirmed. Same as the math that said each of us could walk away with enough money to change—



    "The air's wrong," Sharon said. She had been quiet this whole time, which was her pattern—appear, observe, contribute exactly what's necessary, disappear before anyone notices she's been there. At seventeen, she had developed the survival instinct of a street animal. She noticed things.

    We went up. The staircase groaned. The water rose as we climbed—knees, waists, chests—because the flood had risen while we were down, pushed upward by the displacement of twelve bodies moving through a confined space. It felt like the building was pushing us out. Maybe it was.



    We emerged into daylight gasping, coughing, covered in something that was not water. Sharon was laughing. Not happy laughing—nervous laughing, the kind that comes when your body realizes it's still yours and doesn't know what to do with that information.

    I started the car. It started on the second try, which was an improvement. I drove home, past the boarded-up houses and the lots where someone had once built something and then stopped, and I parked in front of a house I couldn't afford and sat in the dark and thought about the ring.

    A circle. A factory that was a circle. Pumps that were arranged in a circle. Water that circulates and recirculates and never stops moving even when everything else has stopped.

    That's what Detroit is. A ring. A circle of buildings and streets and people moving through the same water, over and over, never getting out, never going further in.

    I went inside. I paid the mortgage. I set up the child support autopay. I sat at the kitchen table and looked at the wall where my daughter's last drawing was taped—something she'd made when she was five, a picture of a family standing in front of a house, all of us smiling, all of us together.

    I looked at it for a long time. Then I went to bed and slept for four hours and woke up and did it again.

    The ring below us is not underground. It's the city itself. A circle we didn't choose, moving through water we didn't create, pumping nothing toward anywhere.
