Vance looked at Samuel. The Senator's face was a mask of horror. He had been led down a path of his own making, lured by the promise of a total victory, only to find that the victory was a hollow shell.

"You lied," Vance whispered.

"No," Samuel replied, leaning in close. "I just let you believe you were winning. That's the most effective way to make someone stop looking at the fine print."

Samuel walked out of the chamber, his phone already buzzing with congratulatory messages from the lobbyists. He didn't feel a sense of accomplishment; he just felt the familiar, cold satisfaction of a machine that had functioned perfectly. In the city of New York, the only real crime was believing that the rules were there to be followed.
