The rain had been falling on Los Angeles for three days when Mike Donovan received the package. It arrived at his detective agency on Sunset Boulevard in a brown paper wrapper with no return address. Inside was a tactical belt—M4 carbine sling, MOLAR pouches, the kind of gear issued to every Marine in the Third Division—and a letter written in Frank Rossi's hand.

"Because Frank is dead," he said simply. "And I am not."

"The lives of soldiers matter."
Mercer laughed—a dry, humorless sound. "Soldiers' lives are a line item, Donovan. They go up. They go down. They get balanced against defense stocks and contract bids and election-year advertising. You think General Reed cares about one corporal from East LA? You think anyone cares?"

"Then why kill Frank?"
Mercer's smile faded. "Because Frank was going to make noise. That doesn't look good, Donovan. That doesn't look good at all."
"So you murdered him."
"I made a calculation," Mercer said quietly. "One man's life against forty million dollars and the stability of three major defense contracts and the re-election of two senators and a congressman. The math is simple. It always is."
Mike raised the .38. Mercer did not move.
"You're going to shoot me," Mercer said. "And then I will be a martyr. And your story will be even more interesting. Is that what you want, Donovan? To make me dead?"
Mike held the gun steady. His finger rested on the trigger. He thought of Frank—laughing in a bar, standing by his truck in the VA parking lot, writing a letter that had taken him eighteen months to deliver.
He lowered the gun.
"No," he said. "I don't want to make you a martyr. I want you to go to jail."
Mercer's smile returned. "Then you're an idiot."
Mike turned and walked out of the warehouse into the rain. He did not look back.

The game was not over. It never was. But he was tired. God, he was tired.
He picked up the phone and dialed a number. It rang four times before someone answered.
"Post Metro Desk."
"This is Mike Donovan. I have something for you. Something big."
A pause. "Who is this?"
"You don't need to know who I am. You just need to know that what I have is real. And if you publish it, men who think they are untouchable will become touchable."
Another pause. Longer this time. "Can you meet tomorrow?"
"Yes."
"Where?"
Mike looked out the window at the rain-slicked street, at the neon signs bleeding color into the wet asphalt, at the city that had taken everything from him and given him nothing back except a gun and a cigarette and a phone call he was about to make.
"Tomorrow," he said. "We'll talk tomorrow."
He hung up the phone. He sat in the dark. He waited for morning.
