Where the Anchor Held
ONE. THE WIDOW.
Maureen O'Shea found the deed on the third morning after the funeral, tucked inside the lining of the old Gladstone bag that Paddy had kept on top of the wardrobe in their bedroom above the Anchor, the one he always said contained nothing but old racing forms and dead betting slips. She looked it up in the Concise Oxford Dictionary that had been a wedding present in 1954 and found it on page three, between abet and abhor: a state of temporary disuse or suspension. The word temporary was the one she underlined with her finger, pressing hard enough to leave a mark on the page, as if the pressure of her skin could press the truth into something solid and undeniable.
The third document was a medical report from Dr. Chatterjee of the Limehouse Clinic, who had been Paddy's GP since 1979. The report was dated 20 March 1985, eight days after the letter from Haversham Properties. It recorded a consultation in which Paddy O'Shea had complained of chest pains, shortness of breath, and difficulty sleeping. Dr. Chatterjee had diagnosed anxiety-related hypertension and prescribed a medication whose name Maureen could not pronounce. The prescription had been filled at the chemist on Salmon Lane. Gloria was thirty-five now, with three children at the local comprehensive and a flat in a tower block on the Isle of Dogs that the council kept threatening to sell. She could pour a Guinness in the time it took most people to say the word, and she knew every regular's order before they opened their mouths, and she had heard things, working behind that bar, that she had never told anyone and probably never would.
She had heard Nigel Haversham's voice for the first time on a Tuesday evening in January of 1985, when he walked into the Anchor in a double-breasted suit that cost more than Gloria earned in six months and ordered a gin and tonic, which was the first mistake, because nobody at the Anchor drank gin and tonic, and the second mistake was the way he looked around the pub as if he were measuring the walls for shelving. Paddy had served him himself, which was unusual, because Paddy usually let Gloria handle the strangers, but he had come out from behind the office door — the little room behind the snug where he did the books and listened to the racing on a transistor radio — and he had poured the gin and tonic with his own hands, and Gloria had watched from the other end of the bar as the two men spoke in voices too low to carry over the jukebox, which was playing the Smiths that night, Heaven Knows I'm Miserable Now, and Tommy Briggs was singing along in the corner, badly, and nobody else noticed a thing.
She had seen Haversham come back five more times between January and June. Each time, the conversation ended the same way: Paddy's face flushed, his voice carrying for just a moment before he caught himself, a word or two escaping — over my dead body — before the door to the office closed and the jukebox swallowed the rest. After the fifth visit, in May, Gloria had found Paddy sitting alone in the office after closing, the transistor radio silent, the ashtray full of the Park Drive cigarettes he had given up five years earlier. He had looked at her with an expression she had never seen on his face before, not in twelve years of pulling pints beside him, and he had said, very quietly, If anything happens to me, Gloria, you tell Maureen to look in the bag on top of the wardrobe. She had asked what he meant. He had not answered.
She had not told Maureen. She had not told anyone. She had assumed it was the drink talking, or the stress, or the chest pains that Paddy had been complaining about since the spring but never did anything about because men of his generation did not go to doctors and did not admit weakness and did not talk about feelings. But she had remembered the bag on top of the wardrobe, and she had remembered the look on his face, and on the evening of the funeral, after the sandwiches had been eaten and the Guinness had been drunk and the last mourner had staggered home through the summer twilight, she had sat alone in the Anchor's empty saloon bar and she had finally told Maureen what Paddy had said. Maureen had not been surprised. Maureen had already found the bag.
THREE. THE REGULAR.
Tommy Briggs had been drinking at the Anchor since 1943, when he was sixteen years old and working on the docks as a lighterman's apprentice, loading and unloading the barges that carried coal and timber and sugar up and down the Thames. He was fifty-eight now, with a pension from the Port of London Authority and a flat in a council block on the Commercial Road and a Ford Cortina that hadn't started in six months but which he washed every Sunday anyway, out of habit. He sat in the same corner of the snug every evening from six o'clock until closing, drinking Watney's Red Barrel and reading the racing pages of the Sun and occasionally contributing to conversations with observations that were either profoundly wise or complete nonsense, and nobody was ever quite sure which.
He knew about the safe. The safe was set into the wall behind the bar, hidden by a hinged panel that looked like part of the beer engine housing and that had been installed by Paddy's father, Michael O'Shea, in 1948, when the Anchor was rebuilt after the war. Tommy knew about it because he had helped Michael install it, had held the panel in place while Michael bolted it to the stud, had been sworn to secrecy with a pint and a handshake and the understanding that some things in the East End were not discussed. The safe contained, as far as Tommy knew, the pub's takings, the deeds to the building, and a Webley revolver that Michael had carried during the war and had never surrendered to the authorities because he did not trust the authorities about anything, an attitude that Tommy shared and that, in his experience, had been entirely vindicated by the subsequent forty years of British history.
What Tommy did not know, and only discovered in the week after Paddy's funeral, was that the safe also contained a file. The file was made of buff-coloured cardboard and tied with red ribbon, the kind of file that solicitors used, and it had been placed there by Paddy between the takings tin and the Webley, and Tommy found it only because Maureen had asked him to open the safe, and Maureen had asked him to open the safe only because Gloria had told her about the bag on the wardrobe, and the chain of connections that led from Paddy's death to Tommy's discovery was exactly the kind of chain that the Anchor had always depended on, the invisible web of obligation and affection that held the community together, the network of knowledge that no single person possessed in full but that everyone contributed to in part.

He dialled the number for the New Bengal, asked for Arif Malik, and when the solicitor came on the line, Tommy said only: Councillor Pennington. Tell me everything. Arif Malik had been born in the East End, the son of a Bangladeshi seaman who had jumped ship in the London Docks in 1962 and built a life from nothing, first as a kitchen porter, then as a waiter, then as the owner of a café on Whitechapel Road, and finally as the proprietor of the New Bengal, which by 1985 was one of the most popular curry houses on Brick Lane, patronised by taxi drivers and council workers and the occasional slumming journalist from the Guardian. Arif had gone to the local comprehensive, then to Queen Mary College, then to law school, and he had returned to the East End to practise because he believed, in a way that embarrassed him slightly when he tried to put it into words, that a community's survival depended on people who knew the streets and the faces and the history, and that the law, despite all evidence to the contrary, could sometimes be used to protect the weak against the strong.
He had taken Paddy O'Shea's case because Paddy had lent his father the money for the New Bengal, yes, but also because the case offended him on a level that was not professional but personal. Haversham Properties had not simply made an offer for the Anchor. Arif had the standing. He had found the successors. Two of the original trustees, he had discovered, had living descendants: Thomas Byrne's grandson, a retired docker named Liam Byrne who now lived in a care home in Southend, and William O'Rourke's great-granddaughter, a nurse named Siobhan O'Rourke who worked at the Royal London Hospital and who had never heard of the Anchor and Good Fellowship Trust but who, when Arif explained what it was and what it meant, had signed the necessary papers without hesitation. Nigel Haversham had not meant to kill anyone. He had not even meant to threaten anyone, not in so many words. He was a businessman, a property developer, a man who had made a considerable fortune in the 1970s by buying bomb sites and derelict warehouses and turning them into offices and flats and shopping centres, the kinds of buildings that the new London required, the London of enterprise zones and deregulation and the entrepreneurial spirit that the Prime Minister spoke of with such conviction on the television programmes that Haversham watched in his flat in Wapping, a converted warehouse with exposed brick walls and a view of the river and a parking space for his Jaguar XJ6, the 4.2-litre model with the walnut dashboard and the leather seats that smelled of money and ambition.
He had first seen the Anchor in the autumn of 1983, while driving through Limehouse with Councillor Pennington, who was not yet the chair of the Planning Committee but was ambitious and well-connected and understood that the Docklands redevelopment would make certain people very wealthy and that other people, the people who lived in the Anchor and drank at the Anchor and depended on the Anchor for the human contact that was the only currency that still functioned in the abandoned communities of the old East End, would be moved along, relocated, compensated at a rate that their solicitors could negotiate — or not, because most of them did not have solicitors. The Anchor occupied a prime site, a corner plot with river views and good road access and planning potential. The building itself was nothing special, a two-storey Victorian pile of London brick with a slate roof and a sign that needed repainting and a front door that stuck in wet weather. But the land. The land was worth more than the building by a factor of twenty, and Haversham, who could read a planning map the way other men could read a racing form, saw immediately what could be built there.
The trust was a problem. The trust was a genuine, legal, historically-documented problem, and Haversham had spent eighteen months and considerable sums of money trying to make it go away. He had met Paddy O'Shea six times. The first meeting had been polite, professional, the offer of one hundred thousand pounds made and refused. The second meeting had been firmer, the offer raised to one hundred and twenty thousand, the refusal still absolute. By the fourth meeting, in April of 1985, the politeness had worn thin on both sides. Paddy had raised his voice. Haversham had raised his. He offered a final figure — one hundred and fifty thousand pounds, more than the pub was worth, more than he had ever paid for a property of that size — and Paddy had refused, and Haversham had said, very quietly, that the offer would not be repeated, and Paddy had said, very quietly, that he would see Haversham in court the following week, and Haversham had walked out of the Anchor and into the summer evening and driven back to Wapping in his Jaguar and poured himself a gin and tonic and sat in the dark watching the lights of the river traffic and wondering whether there was another way.
There was not. Paddy O'Shea was dead within three hours. The coroner said heart attack. Natural causes. The timing was coincidence. The timing was not Haversham's fault. But Haversham, who had never in his life believed in coincidence, who had built his career on the principle that every event had a cause and every cause had an address, could not quite convince himself that the weight on his conscience was lighter than the weight of the Anchor on the land it occupied, the land he still wanted, the land he still, in some corner of his mind that he did not examine too closely, believed he would eventually have.
CODA. THE ANCHOR.
On the first Sunday after Paddy O'Shea's funeral, the regulars of the Anchor gathered in the saloon bar not to drink but to talk. Maureen O'Shea sat behind the bar, the deed to the trust laid out on the counter before her, the file from the safe beside it, the letters from Haversham Properties stacked in a neat pile weighted down with a glass paperweight containing a shamrock, a gift from Paddy on their twentieth anniversary. Gloria Campbell stood beside her, her gold hoop earrings catching the light from the bar's brass fixtures. Tommy Briggs sat in his usual corner, a Watney's in his hand, the racing pages of the Sun unread beside him. The meeting lasted three hours. By the end of it, a plan had been formed. Arif would file an emergency motion to confirm the trust's validity. Maureen would be named the trust's executor, with Gloria as deputy. Tommy would find the remaining descendants of the original trustees. And the Anchor, the old brick pub on the corner of Ropemaker's Fields, the pub that had served the community since 1892 and had survived the Blitz and the slum clearances and the death of the docks and the death of its keeper, would go on serving, would go on anchoring, would go on being the place where the truth of the community surfaced whenever it was needed, rising like something from the deep, from the cracks, from the silence that follows the loss of a hub and the slow, stubborn reassembly of the network that had been broken but was not, could never be, destroyed.
