The rain in New York doesn't wash anything clean. It just makes the dirt wetter. I learned this in '47, standing on a corner in Chinatown watching the rain turn the sidewalk into a mirror that reflected neon signs and broken bottles and the faces of men who'd seen too much and not told anybody about it.
My shop on Mott Street was a "lost and found" that was really a front for lost wallets, misplaced secrets, and the occasional stolen watch from a dockworker who'd gotten himself into trouble with the wrong Galloway. The Galloways were Irish, which in New York means they were Irish first and criminal second and both things third-generation. They ran the docks, the unions, and half the precinct. The other half paid them rent.
I'm Scar Muldoon. Thirty-four. Former Army intelligence. Face scarred from Okinawa where I learned that war is just business with worse accounting. I run a shop. I drink Jameson. I don't sleep much.
The cat appeared on a Tuesday in October. Raining. She walked into my shop shaking water off a coat that was probably once calico and was now the color of the Hudson at midnight. She had three tails. Three. Not two. Not four. Three. Like someone had stitched an extra tail onto a regular cat and the extra tail had decided, against medical advice, to live.
She had a collar. Brass tag with a number: 7-3-T. And wedged in the lining of her fur, behind her left ear, I found a microfilm capsule wrapped in waterproof tape. The kind intelligence officers use. The kind spies use. The kind that makes a man like me, who thought his days of secrets were over, feel something he hadn't felt in three years: interest.
"Agent Whiskers," I told the cat. She didn't respond. Cats don't respond to professional titles. They respond to food. I gave her tuna. She ate it with the efficiency of someone who'd been eating tuna out of a capsule for a week. Which, apparently, she had.
I didn't know it yet, but the cat was the latest in a line of messenger cats that stretched back to the Boer War, when British intelligence apparently decided that if a dog could deliver messages across no-man's-land, why not a cat? And the answer, apparently, was: why not not.
The name on the capsule's tag was Evelyn Mulregan. Herald Tribune. Female. Investigative journalist. Wore men's suits and smoked too many cigarettes and was the only woman in the newsroom who wasn't a secretary. Her father was Detective Calloway — honest cop in a corrupt precinct. The Galloway syndicate was trying to buy the precinct. Evelyn was trying to expose them. And the cat — Agent Whiskers — was trying to deliver the evidence to me.
Why me? Because I ran a lost and found. Because I was invisible. Because the Galloways knew I'd served in intelligence but assumed I'd gone straight because I opened a shop in Chinatown where nobody looked twice at an Irishman with a scarred face and a three-tailed cat.
They were wrong about one thing: I hadn't gone straight. I'd gone quiet. There's a difference.
Evelyn found me three days later. She came into the shop wearing a gray suit that cost more than my monthly rent and smoking a cigarette that cost more than my daily whiskey budget.
"Mr. Muldoon," she said. "I'm Evelyn Mulregan. I think you have something that belongs to my father's investigation."
"I have a cat," I said. "That's about all."
She looked at the cat. The cat looked at her. The cat had three tails. Evelyn didn't blink. Journalists see a lot of things. Three-tailed cats were just another Tuesday in New York.
"Where did you get her?" she asked.
"Walked in off the street. Rainy Tuesday. The kind of night that makes you question every decision that led to you owning a cat you didn't ask for."
She sat down. Lit another cigarette. "My father's been under surveillance. The Galloways know he's investigating them. They're going to get to him. I know it. They know it. The only question is when."
"The cat knows," I said.
She looked at me. "What?"
"The cat knows. She walked into my shop with a microfilm capsule behind her left ear. The kind spies use. The kind that contains names — aldermen, cops, dockworkers, mobsters — all of them on the Galloway payroll. Your father's name is on it. So is mine. So is the police commissioner's."
Evelyn's cigarette burned down to the filter. She didn't notice. "How much do you know?"
"Not enough," I said. "But I know one thing: if the Galloways find out I have this, they'll kill me. If they find out you have me, they'll kill you. And if they find out the cat has it..." I looked at Agent Whiskers, who was sitting on the counter, three tails wrapped around her paws like a small, furry monk in meditation. "Well. The cat's got three tails. That's got to count for something."
Evelyn laughed. It was the first time I'd heard a woman laugh in a lost-and-find shop in Chinatown on a rainy Tuesday, and it was the most beautiful sound I'd heard since Okinawa.
The locker at Grand Central Terminal contained the rest of it: more microfilm, cash — twenty thousand dollars in bills that smelled like a bank vault and regret — and a letter addressed to "The Three-Tail." It was written in a cipher I'd seen before, in a life I'd rather not remember. Bulgarian code, adapted for feline transport. The Galloways had been using cats for years. Not just this cat. A whole network. Trained messenger animals, moving through the city like ghosts, carrying secrets that could topple half the men in power if anyone knew they existed.
My job — I realized this with the cold certainty of a man who has just understood that he is in over his head — was to be the dead drop. The Galloways' enemy, whoever it was, had been using the cat to deliver evidence to me. And I had no idea who my enemy was.
The Barber found me a week later. He was a big man with small hands and a straight razor that he carried like a man carries a wedding ring: always, and in a place where everyone knows it is.
"Muldoon," he said. "You've got something that doesn't belong to you."
"I have a cat," I said. "She has three tails. That doesn't belong to anyone."
He didn't smile. Nobody smiled around The Barber. "The microfilm."
"I don't have it."
"She does."
I looked at Agent Whiskers, who was sitting on the counter, watching The Barber with the same calm intelligence she'd shown since the day she walked into my shop. Three tails still. Eyes green. Expression: I know things you will never know.
"The cat doesn't have it," I said. "She lost it."
The Barber stared at me. I stared back. In Okinawa, I'd learned that staring contests are won by the man who's willing to die first. I was willing. The Barber knew it. He could see it in my face — in the scarred face that had survived a jungle landing and a war and a bar that burned down and a life that had been one bad decision after another, and had never, not once, backed down from a man with a razor.
He left. I locked the door. I counted the money. I watched the microfilm. I poured two fingers of Jameson and drank them both in one swallow.
Evelyn came that night. She didn't knock. She walked in like she owned the place, which, in a way, she did — she owned the truth, and in New York, the truth is the only thing that belongs to anyone.
"What are you going to do?" she asked.
"I could destroy it," I said. "Walk away. Live quiet. The kind of quiet that comes from knowing nothing and being known by nobody."
"Or?"
"Or I give it to you. You publish it. The Galloways go down. Your father — "
"Will get killed," she finished. "Yes. Probably."
She looked at the cat. The cat looked at her. Three tails. One truth. Two people standing in a lost-and-find shop in Chinatown, deciding the fate of a city.
"Give it to me," she said.
I did. She left. I poured another Jameson. I watched Agent Whiskers sit on the counter, three tails wrapped around her paws, and I thought: this cat has carried more secrets in her fur than I've carried in my entire life, and she doesn't even know what they are.
She's a cat. She doesn't care about secrets. She cares about tuna and warmth and a fire escape on a cold night. The secrets are mine. They always were.

I locked the door. I turned off the light. I sat in the dark and listened to the cat breathe.
Outside, New York continued its indifferent cycle of neon and rain and men who carried razors and women who carried truth and cats who carried secrets they didn't understand.
I closed my eyes. I thought about Okinawa. I thought about the bar that burned down. I thought about Evelyn's gray suit and the way she'd looked at me when she said: give it to me.
The cat purred. I didn't ask her to. She just did. Three tails twitching. Green eyes closed. Sitting in the dark of a lost-and-find shop in Chinatown, being a cat in a world that had forgotten what it was like to be anything simple.
I envied her.
Then I went to bed. Tomorrow, the rain would keep falling. The Galloways would keep running the docks. Evelyn would publish the story.
