The body was on the pavement outside the Palm Court Motel on East Skid Row, and it was raining, which in Los Angeles means the rain is so light it's almost decorative — just enough to make the neon from the motel sign reflect on the pavement in smears of pink and blue, not enough to wash anything clean.

The coroner was a thin man with a cigarette in his mouth and a clipboard in his hand. He looked at the body, looked at his clipboard, looked at the body again, and said: "Natural causes. Heart failure. Mark it as a 4-7-2, and send the van."

I crouched down beside the body. It was a man — late fifties, thin, balding, wearing a suit that had been expensive once and was now worn at the elbows and stained at the cuffs. His face was peaceful, which struck me as odd. Death is rarely this polite.

"His name?" I asked.

"Unknown. No ID on him. Wallet was empty except for a library card and a coupon for a free coffee at some diner. He'll go to the county morgue and sit there until someone claims him or the county decides he's not worth keeping."

"I meant whose body is this. Who died?"

The coroner looked at me the way you look at a man who is asking a question whose answer you already know and are too polite to provide. "Some old guy. Probably homeless. Probably had a heart condition. Probably died alone. These things happen every night in this neighbourhood. You want the gossip, go to a bar. You want the facts, here's the fact: natural causes, 4-7-2, send the van."

The van came. The body went on. I stood on the pavement in the rain and watched it drive away, and I felt the familiar emptiness that comes when you have watched something die and been unable to prevent it and will, in all likelihood, watch something else die tomorrow and be equally unable to prevent that.

The woman in the red dress was sitting in a pink Cadillac parked across the street from the motel, idling — the engine purring, the headlights casting a pale yellow cone onto the wet pavement. "Mr. Morretti?" she said. Her voice was low and even, the voice of a woman who is accustomed to being heard.

"That depends. Who's asking?"

"I'm Eleanor Price. I understand you're the man to see when something dies that doesn't want to die."

I laughed. It was a dry, humorless laugh — the laugh of a man who has been laughing at the same joke for fifteen years and has not found it funny once. "Ms. Price, if something doesn't want to die, the man to see is a doctor. I'm a private investigator. I find things that have already happened."

"This is different. This man didn't die of natural causes. Not exactly. His heart stopped, yes. But something caused it. And I want to know what."

"Who are you?"

"A concerned citizen."

"In Los Angeles, that's either the most suspicious thing anyone can say or the most honest. Usually the former."

She smiled. It was a small smile, fleeting, the kind of smile that a woman who knows she is beautiful uses on men she does not intend to keep. "You'll take the case?"

"How much?"

"Enough to make it worth your while. And enough to make it worth my asking you not to ask me too many questions about where the money comes from."

I looked at her. The rain had stopped. The neon from the motel sign reflected on the pavement in smears of pink and blue. The street was empty except for us and the Cadillac and the space where a body had been and was no longer.

"Fine," I said. "I'll take it. But if this is a jealous husband job, I'm doubling the fee."

The first victim's history was a thin one. His name was Frank Decker, and he had been a mechanic in Van Nuys for thirty years before arthritis in his hands made him useless at his trade. He had no family. He had no savings. He had been alive for sixty-three years and had spent all of them doing ordinary things competently and without recognition.

The second victim's history was similarly thin. Her name was Rosa Martinez. She was a cleaner in a office building in downtown LA. She was fifty-one. She had three children, all of them under ten. The third victim's history was the thinnest of all. His name was "Uncle Lou," which was not his real name but the name everyone in Skid Row called him. He was probably sixty, probably had been someone's father at some point, and probably had a real name that nobody in Skid Row knew and nobody in the coroner's office cared to discover.

Three victims. Three deaths. Three rulings of "natural causes." And one woman in a red dress who wanted to know why three dead poor people in three different neighbourhoods all died of heart failure in the space of two weeks.

"Who's paying you?" I asked Eleanor Price in the Cadillac, as we drove from the third victim's flophouse in Chinatown back toward Wilshire, where her office was — or whatever it was that she had an office for. An address, at least. That much was real.

"You'll find out," she said.

"That's not an answer."

"That's the answer you're going to get."

Slammer Sullivan was my primary informant — an ex-Marine who ran a chop shop in Chavez Canyon and knew everyone who bought stolen things and everyone who sold them and, in some cases, everyone who stole them and everyone who was sold them. Slammer's knowledge of the city's underworld was encyclopaedic and unhurried — he told you everything and expected you to sort it out yourself.

"Three deaths," Slammer said. He was sitting on a crate in the middle of his chop shop, surrounded by the remains of stolen Cadillacs — engines on one side, transmissions on another, doors leaning against the wall like skeletal remains. "All heart failure. All poor. All in different parts of town. You think they're connected, or you just enjoying your morning walk through the graveyard?"

"I think the woman in the red dress is paying me to find out if they're connected."

"Who's the woman?"

"I don't know. Her name is Eleanor Price. She may or may not be connected to whatever this is. She may or may not be the source. She may or may not be the problem."

Slammer laughed. It was a short, sharp laugh — the laugh of a man who has learned, through considerable experience, that the world is full of people who are exactly what they say they are and exactly not what they say they are, and that the difference between the two is usually money.

"Morretti, you've been doing this long enough to know the rule: if someone hires you to investigate a bunch of deaths and offers you a lot of money and asks you not to ask too many questions, the deaths are connected, the money is dirty, and the questions you shouldn't ask are the only ones that matter."

"Thanks, Slammer."

"Don't thank me. Just pay me. The Cadillac you looked at yesterday — the transmission was fine. I sold it for eight hundred."

"They are a solution."

I looked at him. He was looking at me with the calm, reasonable expression of a man who has just offered to sell you something and is mildly surprised when you do not immediately buy it.

"A solution to what?" I asked.

"To the burden. The social burden. The medical burden. The economic burden. Every year, thousands of citizens drain public resources in their final years — years that, medically speaking, have diminishing returns. The elderly. The chronically ill. The disabled. The poor. Each one of them consuming resources that could be used to support people who are contributing to society. The counterfeits are a... elegant solution. They identify the individuals who are consuming more than they produce and they remove them quietly and efficiently and without public panic."

"You're killing people."

"I'm reducing the burden. There is a difference."

"There's no difference. You're murdering human beings."

Webb stood. He was taller than he had looked sitting down. He was the kind of tall that comes not from height but from presence — a man who occupies space the way a building occupies a block.

"Mr. Morretti, I am going to say something to you that I do not say to many people, because most people are not in a position to understand it. Look at the census data. Look at the hospital queues. Look at the number of people who would die tomorrow if we spent their medical budget on something else. Then look at your own life — a small apartment, a bottle of rye, a detective's badge that doesn't even pay for its frame. And tell me: who is the burden?"

I did not answer. Because the terrible thing about Webb's argument was that it was logically coherent. It was morally abhorrent and logically coherent, which is the most dangerous combination in the world.

He had died seventy-two hours after I turned him away. Of "heart failure." Of the counterfeit. Of the Wealth Redistribution Bureau's elegant solution.

I sat in my office that night, in the dark, drinking a bottle of rye, and I felt something I had not felt in years. Not guilt. Guilt is too clean a word for what I felt. What I felt was the recognition that I had been part of this — not the Bureau, not the counterfeits, but the system that made the counterfeits possible. The system that said some lives were worth more than others. The system that I had spent my life observing but never challenging.

I leaked the documents the next morning. Not to the police — the police were compromised. Not to the courts — the courts were compromised. To the press. Every major newspaper in the city received a package containing the Bureau's internal documents, the VitaLife distribution records, and a covering letter that explained, in plain language, what the Bureau was doing and why it was doing it.

The story ran on the front page of the Times three days later. The Bureau denied everything. Webb gave a press conference and called the allegations "baseless and malicious." The Mayor called for an "internal review." Nothing happened. Nothing will happen.

But the story is out. The documents are public. The three victims — Frank Decker, Rosa Martinez, Uncle Lou — will not be forgotten, even if the people who killed them are not brought to justice.

I sit in my office now, waiting for the phone to ring. It will ring. Webb will not let this go. Eleanor Price may already be on her way. Slammer will have heard something — he always hears something.

I drink the last of the rye. The bottle is empty. The office is dark. The street outside is wet from a rain that is just beginning.

I am waiting. I am not afraid.

For the first time in years, I feel something that is almost peace.
