The truck was supposed to arrive at midnight but the truck did not arrive at midnight and Sal Moretti stood in the loading bay of the warehouse on South Water Street, listening to the freight trains clatter across the Illinois Central bridge three blocks north, and by half past twelve he knew something had gone catastrophically wrong.

Sal was thirty-seven years old in 1925, with a face that had been handsome before a broken bottle in a Cicero roadhouse rearranged the left side of his jaw, and hands that had loaded and unloaded enough Canadian whiskey to fill the Chicago River. The warehouse belonged to the North Side outfit, which meant it belonged to Dion O'Banion, which meant it belonged to the Irish, but Sal was Italian and he worked the docks anyway because muscle was muscle and money was money and the Volstead Act had made every man in Chicago a little bit Irish and a little bit Italian and a little bit whatever it took to keep the speakeasies running.

The shipment was two hundred cases of Old Forester that had come across the Detroit River in a fishing trawler named the Mary Margaret and been transferred to a truck outside Port Huron and then vanished somewhere between Flint and the Indiana state line. Sal lit a Chesterfield and watched the smoke curl toward the corrugated iron ceiling. He was thinking about the phone call he would have to make in the morning, the call to the Capone organization, who had already paid for those two hundred cases and did not look kindly on delays for any reason, and he was thinking about his brother's wife's cousin Tommy, who had been found floating face-down in the Chicago Sanitary Canal two months earlier with a bullet hole in the back of his head and a note pinned to his lapel that said THIEF in careful block letters, when he heard the knock.

Not the knock he was expecting. The truck driver had a signal, a specific rhythm, three fast and two slow, that the boys called the shave-and-a-haircut. This was not that knock. This was a single fist, heavy and desperate, pounding against the steel loading door with the rhythm of a man who was not asking to be let in so much as demanding to be let out.

Sal slid the bolt. The door rolled upward on its tracks and a man fell through it, a man Sal had never seen before, a man in a cheap wool suit that had been expensive once, a man whose face was a map of recent violence. His left eye was swollen shut. His lip was split in two places. His hands were tied behind his back with a length of butcher's twine. He was maybe fifty years old. He was maybe sixty. It was hard to tell with all the blood.

They know, the man said. They know about the shipments. They know about the routes. They know about you.

Who knows, Sal said. Who are you.

The man's name was Charles Whitmore and he was an accountant for the federal Prohibition Bureau in the Chicago district office, and he had spent the last three years falsifying shipment records and inspection reports for the North Side outfit in exchange for five percent of the take, and two days ago someone had found his ledger and the ledger had names and dates and dollar amounts and now every U.S. Attorney in the Northern District of Illinois was preparing indictments that would dismantle half the criminal infrastructure in Cook County.

Sal's first thought was practical. He needed to move the warehouse contents before dawn. His second thought was professional. He needed to tell the Capone people that the shipment was lost and that it was not his fault and that he would have the money by Friday. His third thought was personal.

Tommy, he said. My brother's wife's cousin Tommy. Was that them. Was that the feds.

The man looked up at him through his one good eye. No, he said. That was us. That was the outfit. Tommy was skimming. Tommy took three hundred dollars from the Cicero drop-off and we had to make an example.

Sal did not kill Charles Whitmore. He did not even hit him. He stood in the loading bay of the warehouse on South Water Street, with the freight trains rumbling past on the Illinois Central bridge, and he thought about his sister-in-law, whose name was Lucia and who had cried for three days after Tommy's body was pulled from the canal, and he thought about the note pinned to Tommy's lapel that said THIEF, and he thought about the fact that Tommy had stolen three hundred dollars from men who were stealing three hundred thousand dollars a month from the United States government, and then he thought about something else entirely.

Charles Whitmore's ledger was now in the hands of the federal Prohibition Bureau. That meant the feds knew about the warehouse. That meant they would be here within hours. That meant Sal had a choice: he could call the Capone organization and tell them the shipment was lost, or he could call the Detroit supplier and tell them the routes were compromised, or he could simply walk away from the warehouse and never look back and let the feds find what they would find.

But there was another thing to consider. A thing that had nothing to do with whiskey or money or the endless, grinding machinery of organized crime in the middle of the Jazz Age. A thing that had everything to do with the basement.

Beneath the warehouse, beneath the loading bay with its stacks of Canadian whiskey and its crates of gin shipped in from the Bahamas through Tampa, there was a room. The room was ten feet by ten feet. It had a cot and a chair and a shelf of canned goods and a bucket for a toilet and a single electric bulb that buzzed when the generator was running. It had no windows. It had no ventilation beyond a narrow pipe that ran up through the floorboards and vents into the alley. It had one inhabitant.

Her name was Margaret Whitmore. She was Charles Whitmore's wife. She had been in the room for four months.

Sal had put her there. Not because he wanted to. Not because she had done anything wrong. But because three months earlier, Charles Whitmore had made a mistake, a small mistake, the kind of mistake that got people killed, and Sal had told him that the price of the mistake was temporary custody of his wife, and Charles had agreed, because Charles loved Margaret and Margaret loved Charles and that was the kind of thing that love could be turned into in Chicago in 1925.

Now Charles Whitmore was bleeding on the floor of Sal's warehouse with his hands tied behind his back and his ledger in the hands of the federal government, and Sal was thinking about Margaret in the basement, who did not know that her husband had been beaten, who did not know that the warehouse was about to be raided, who knew nothing except that the electric bulb buzzed when the generator was running and that her husband would come for her eventually because he had promised and because they loved each other.

Sal helped Charles to his feet. He cut the butcher's twine with his pocketknife. He poured a slug of bonded bourbon into a tin cup and pressed it into Charles's trembling hands. Then he told him about Margaret.

He told him that she was alive. He told him that she was in the basement. He told him that he had brought her fresh bread every Tuesday and clean water every morning and a copy of the Chicago Tribune every Sunday, and that she had read the paper and marked the crossword puzzles with a pencil stub and asked, every day, whether her husband was safe, and Sal had told her that yes, her husband was safe, because Sal had been telling lies his entire adult life and one more lie did not seem to make a difference.

He told Charles that he was going to die. He told him this calmly, the way a doctor might describe the progression of tuberculosis, because it was true and because pretending otherwise would be an insult to the man's intelligence. The feds had the ledger. The feds knew who Charles was. The feds would find the warehouse. The outfit would not permit a living witness to testify in open court. Charles would be dead within forty-eight hours regardless of what Sal did.

But Margaret did not have to die. The feds did not know about Margaret. The ledger did not mention Margaret. The room in the basement was the room in the basement and nothing in any federal document connected Margaret Whitmore to any criminal enterprise in the Northern District of Illinois. If Sal could get her out before the raid, she could take a train to Kansas City, to her sister's house in Kansas City, and she could wait there, safe, anonymous, until the federal case collapsed without its star witness.

Charles Whitmore listened to all of this without speaking. When Sal was finished, Charles set down the tin cup. He looked at his hands, which were cut and swollen from the butcher's twine. He looked at the loading bay with its stacks of illegal whiskey that represented a retail value of approximately forty-five thousand dollars. He looked at Sal.

Take her, Charles said. Take her tonight. Take her now.

Sal did. He went down into the basement. He unlocked the door to the room. He found Margaret Whitmore sitting on the cot, reading the October crossword puzzle, wearing a cotton dress that she had washed in the bucket and dried by hanging it from the cot frame. She looked up at him without fear. Four months in a basement room had not broken her. Sal had brought her bread and water and newspapers, and in return she had given him something he had not known he was missing, which was the knowledge that he was still capable of kindness.

He told her that her husband was upstairs. He told her that they had ten minutes. He told her to gather her things.

The station was Union Station, the marble cathedral on Canal Street that had opened in 1925 and still smelled of fresh plaster and coal smoke. Sal bought two tickets to Kansas City, one for Margaret and one for himself, because he did not trust the outfit's drivers and he did not trust the federal agents who were already, at that very moment, putting the finishing touches on the search warrant for the South Water Street warehouse. He sat beside Margaret in the second-class coach, with its green plush seats and its doily-covered windows, and he watched the city lights of Chicago recede into the prairie darkness.

The chain reaction had started with a misplaced shipment. Two hundred cases of Old Forester that had vanished somewhere between Flint and the Indiana state line, somewhere in the vast gray space between legality and morality that defined American life under the Volstead Act. It had accelerated with a beating in a back office and a ledger in the hands of the Prohibition Bureau. It had reached critical velocity with the decision Sal made in a loading bay at one o'clock in the morning, the decision to walk away from forty-five thousand dollars of Canadian whiskey and the only life he had ever known.

Margaret fell asleep somewhere in central Illinois. Her head tilted against the window, her breath fogging the glass, her hands folded in her lap like a schoolchild's. Sal watched her sleep and thought about his brother's wife's cousin Tommy, who had stolen three hundred dollars and been murdered for it, and about the men who had killed him, who were the same men Sal had worked for, the same men whose whiskey he had loaded and unloaded, the same men whose orders he had followed without question for twelve years.

He did not go back to Chicago. He did not call the Capone organization. He did not call the Detroit supplier. He delivered Margaret Whitmore to her sister's house in Kansas City, a modest bungalow on a street lined with elm trees, and then he bought a ticket to Los Angeles with the four hundred dollars he had been carrying in his money belt since 1923, because every bootlegger in Chicago carried getaway money and Sal was, at heart, still a bootlegger.

The warehouse on South Water Street was raided at four in the morning on Wednesday. The feds found the whiskey and the gin and the basement room with its cot and its bucket and its electric bulb that buzzed when the generator was running. They did not find Charles Whitmore, whose body was pulled from the Sanitary Canal the following Tuesday with a bullet wound and no note, because the outfit was getting smarter about leaving evidence.

They did not find Sal Moretti, who had disappeared into the American interior like a drop of alcohol evaporating from a still, invisible, irrecoverable, gone.

Margaret Whitmore lived to be seventy-eight years old. She moved to Santa Monica in 1939 and worked as a librarian for the public school system. She never remarried. She told no one what had happened in Chicago in 1925. She kept a photograph of Charles in a silver frame on her nightstand, and she kept a separate photograph, a smaller one, of a man she did not know, a man with a scarred jaw and sad eyes, a man she had never seen before the night he bought her a train ticket and waited with her until she was safe.

She did not know his name. She called him, in the privacy of her own thoughts, the man who brought the bread. She mentioned him, once, in a letter to her sister that was discovered among her effects after her death. He was not a good man, she wrote, but he was not a bad man either. He was just a man who had been given a choice, at a particular moment, and had made the right one, and that, I think, is more than most of us ever get.
