The Case That Went Wrong
Mickey Kowalski ran his operation out of a warehouse on a street that the city had not bothered to name and would not have bothered to remember even if it had been named, a narrow alley between the lumber yards and the stockyards, where the smell of sawdust mixed with the smell of cattle and the smell of cattle mixed with the smell of the lake, and all of it together smelled like Chicago in 1925, which smelled like money and blood and the sweat of men who worked twelve hours a day and drank twelve hours of pay every Friday and woke up Saturday morning with headaches and empty pockets and the knowledge that they would do it all again next week.
Mickey was thirty-three years old and he had been a bootlegger for six years, ever since the Volstead Act had turned the drinking of a glass of whiskey into a federal crime and had thereby created an industry that was more profitable than any legal industry in the history of the United States. He was Polish by birth and Chicagoan by instinct and he had learned the business from his uncle Stanislaw, who had been a saloonkeeper before Prohibition and had died in 1920 of a heart attack that the coroner said was natural causes but which Mickey had always suspected was caused by the strain of watching everything he had built become illegal overnight and then watching a generation of younger, hungrier, more violent men build it back up again in the shadows, with guns and bribes and the casual brutality of people who had learned, in the trenches of the Argonne and the Marne, that the only law that mattered was the law of the gun and the only mercy was the mercy that you could enforce.
Mickey's operation was small by the standards of Chicago, which meant that he employed twelve men and ran three trucks and supplied sixteen speakeasies on the North Side and made enough money to keep the operation running and the police bribed and the men paid and the product available, which was more than most bootleggers managed and less than the big operations managed and exactly enough to keep him in the middle of the ladder, neither rich enough to attract attention nor small enough to be crushed, and this was exactly where Mickey wanted to be, because Mickey had learned from his uncle that the middle was the safest place, the place where you could make a living without making yourself a target, and Mickey had spent six years building a living in the middle and he had no intention of leaving it.
The problem, when it came, was not a problem that anyone could have predicted, which was the nature of problems in the bootlegging business. It came on a Thursday evening in March, when the weather was cold and wet and the streets were slick with the kind of Chicago rain that seems to fall sideways and finds its way through every seam in every coat and settles in the bones of anyone who has to stand in it for more than five minutes. Mickey was at the warehouse, counting bottles and checking orders and doing the thousand small things that kept the operation running, when his youngest driver, a kid named Tommy Doyle who was nineteen years old and had been working for Mickey for three months and had not yet learned that carelessness in the bootlegging business was a form of suicide, walked through the door with a smile on his face and a case of whiskey under his arm.
"Delivery's done, boss," Tommy said. "Dropped it at the Green Lantern like you said."
Mickey looked up from his clipboard. "The Green Lantern."
"Yeah. Up on Division Street."
"The Green Lantern on Division Street is a South Side joint, Tommy. We don't deliver to South Side joints. We deliver to North Side joints. The North Side and the South Side are different sides, which is why they have different names. The border between them is Madison Street, which I have told you three times. What did I tell you about Madison Street?"
Tommy's smile faded slowly, the way a photograph fades in sunlight, and Mickey watched it fade and felt something cold settle in his stomach. "You said never to cross it."
"Right. And what did you do?"
Tommy was silent for a long moment. "I crossed it."
"You crossed it. With a case of whiskey. Our best whiskey, the stuff from the Canadian shipment that cost me two hundred dollars a case and was supposed to go to the Gold Room tonight for Al Capone's birthday party. You took that whiskey and you delivered it to the Green Lantern, which is run by Bugs Moran's people, and you handed it to them and you said here you go and you walked away."
Tommy's face had gone pale, and Mickey almost felt sorry for him, almost but not quite, because feeling sorry for Tommy would not unmake the mistake and the mistake was the kind of mistake that could get people killed. "I didn't know, boss. I thought the Green Lantern was the Green Door. I got the names confused."
Mickey put down his clipboard. The cold feeling in his stomach had spread to his chest and was working its way up toward his throat. He walked to the window and looked out at the alley and the rain and the darkness and he thought about the case of whiskey and the Green Lantern and Bugs Moran and Al Capone and the fragile truce that had held between the North Side gang and the South Side gang for six months, a truce that was held together by nothing more substantial than mutual exhaustion and the understanding that an all-out war would be bad for business, and he realized that a nineteen-year-old kid who could not tell the difference between the Green Lantern and the Green Door had just handed a case of whiskey across the border and had thereby handed across everything else that mattered, the territories and the truces and the understandings and the fragile equilibrium that kept the city from tearing itself apart.
He turned back to Tommy. "Go home. Don't talk to anyone. Don't go anywhere. If anyone asks, you didn't deliver anything tonight. You were at home with your mother. Do you understand?"
Tommy nodded and left, and Mickey watched him go and knew that it was already too late, that the case of whiskey was already sitting on a table at the Green Lantern, that Bugs Moran's men were already drinking it and wondering why Mickey Kowalski was supplying the South Side, that word was already traveling through the network of informants and spies and bartenders and waitresses who made up the nervous system of Chicago's underground, and that by morning the wrong people would know what had happened and the consequences would begin to unfold with the slow, terrible inevitability of a chemical reaction, each interaction triggering another and another and another until the whole thing exploded and everyone involved was dead or in prison or wishing they were dead or in prison.
Mickey poured himself a glass of whiskey from his private bottle, which was not the good stuff but the stuff he kept for emergencies, and he drank it and thought about what he could do, and he realized that there was nothing he could do. The reaction had already started. The catalyst had been added. The system was no longer stable, and nothing Mickey could do would stabilize it, because the system was larger than Mickey, larger than Tommy, larger than any single person or action, and the systems that were larger than people did not listen to people, did not negotiate with people, did not care about people at all.
He went home that night and did not sleep. At four o'clock in the morning there was a knock on his door, and when he opened it he found two men standing on his doorstep, and the men were from the North Side, Capone's men, and their faces were not friendly. "Mr. Capone wants to see you," the taller one said, and Mickey nodded and got dressed and went with them, because when Mr. Capone wanted to see you, you went, and you did not ask questions, and you hoped that you would come back.
The meeting took place in a back room of the Four Deuces, Capone's headquarters on South Wabash, and Capone was sitting behind a desk that was too large for the room and too small for his ambitions, and he was smiling, which meant nothing because Capone smiled at everything, at his friends and his enemies and the people he was going to kill and the people he was going to spare, and the smile never reached his eyes, which were flat and cold and calculating, the eyes of a man who had learned, as a teenager in Brooklyn, that violence was the only currency that never lost its value.
"So," Capone said. "You're selling to Moran now."
Mickey took a breath and looked at Capone and thought about lying and decided not to. Capone had informants everywhere, people who would sell their own mothers for fifty dollars, and lying to Capone was a form of suicide that was more reliable than a bullet and more painful than anything a bullet could do.
"It was a mistake," Mickey said. "A new driver took the wrong case to the wrong place. The Green Lantern instead of the Gold Room. It won't happen again."
Capone's smile did not change. "A mistake. You know what mistakes cost in this business? They cost lives. They cost territories. They cost the respect that keeps everyone in line. Moran's people are drinking your whiskey right now, and they're laughing, wondering why Mickey Kowalski is sending them free product, wondering if maybe Mickey Kowalski has decided to switch sides, wondering if maybe Mickey Kowalski is making a play for the North Side with South Side backing. That's what they're wondering. And do you know what happens when people start wondering things like that?"
Mickey did not answer, because the question was not a question.
"They start wondering other things. They start wondering if the truce is still on. They start wondering if the North Side is getting weak. They start wondering if maybe it's time to make a move. A mistake, you call it. A catalyst is what it is. A spark in a room full of gas."
Capone poured himself a glass of water, because Capone did not drink, which was one of the things that made him so dangerous, a man who ran the biggest bootlegging operation in the country and did not touch a drop of the product.
"Here's what's going to happen," Capone said. "Moran's people are going to think you made a move. They're going to test the border. My people are going to respond. Somebody is going to get killed, and then somebody else, and then a lot of somebodies, and it's all going to start with your case of whiskey. Your mistake. Your catalyst. And you're going to find out what it feels like to be the man who started a war."
Mickey left the Four Deuces and walked through the streets of Chicago as the sun came up and the city woke up, and he thought about what Capone had said and he knew it was true, knew that the phone calls were already being made and the guns were already being loaded and the alliances were already being tested, and there was nothing he could do to stop it, because Walter Kowalski was not a catalyst in the chemical sense, a catalyst was something you added to a reaction, something you could control, but in the human sense a catalyst was something that happened to you, something you became, whether you wanted to or not, and Mickey had become the catalyst for a war that would kill a hundred people before it was over, and he had become it not through ambition or greed or violence or any of the things that made men dangerous, but through a nineteen-year-old kid who could not tell the difference between the Green Lantern and the Green Door.
The war started the next day, when two of Moran's men were shot in a barbershop on North Clark Street, and the day after that, when a Capone truck was hijacked on its way to Cicero, and the day after that, when a bomb went off in a restaurant that Moran was supposed to be eating at but wasn't, and by the end of the week twelve men were dead and the newspapers were writing editorials about the return of gangland violence and the police were holding press conferences in which they promised to restore order and everyone knew that the promises were meaningless because the police were on Capone's payroll and Capone's payroll was larger than the police budget and the police budget had been slashed by the mayor who was also on Capone's payroll, which made the whole thing a closed loop, a perfect circle, a system that fed on itself and grew stronger every time someone tried to stop it.
Mickey watched it happen from the warehouse on the unnamed street, and he tried to stay out of it, tried to run his operation and keep his men safe and pretend that nothing had changed, but everything had changed and pretending otherwise was a form of suicide that was more reliable than a bullet. His warehouse was burned two weeks later, by men who did not identify themselves and did not need to, and Mickey arrived at three in the morning to find the building in flames and his trucks destroyed and his inventory gone and his twelve men scattered, three of them dead and the rest too scared to come back, and he stood in the alley and watched the fire and felt something inside him go hollow and he knew that his operation was over, that he had spent six years building something and it had been destroyed in a night and the destruction had been set in motion by a case of whiskey that had been delivered to the wrong address by a kid who could not tell the difference between two words that were almost identical and were also completely different, the way the difference between life and death was almost identical and also completely different, the way everything that mattered was almost identical to everything that didn't and the only way to tell them apart was to look at what happened afterward.
He stood in the alley and watched the fire and he thought about what he was going to do, and he thought about his uncle Stanislaw and the saloon that had been legal and then illegal and then gone, and he thought about the twelve men who had worked for him and the three who were dead and the sixteen speakeasies that would find new suppliers and the city that would keep drinking and the gangs that would keep fighting and the system that would keep turning, and he realized that there was nothing to do, that the reaction was running and would keep running until it exhausted itself or exhausted him, whichever came first, and the only choice he had was what kind of man he was going to be when it ended.
He thought about leaving Chicago, about taking what money he had left and driving west until he hit California and starting over in a place where nobody knew his name and nobody cared about the Green Lantern or the Green Door or the case of whiskey or the war it had started. But leaving would mean admitting that the city had broken him, that the system was stronger than he was, that the catalyst had been added and the reaction had run and all that was left was the residue, the ash, the evidence that something had happened and been consumed and was now gone. And Mickey Kowalski was not the kind of man who admitted those things. He was the kind of man who stayed, who rebuilt, who refused to be broken by systems that were larger than him because being broken by systems that were larger than you was the same as being dead, and Mickey was not dead yet.
He went to the funeral of his three men, the ones who had died in the fire, and he stood in the back of the church and listened to the priest talk about God and redemption and the hope of eternal life, and he thought that the priest was saying words that meant nothing in a world where three men were dead because of a spilled drink and a confused address and a system that had no room for mistakes. He paid for the funerals out of his own pocket, the pocket that was getting lighter every day, and he visited the families of the three men and told them that their husbands and fathers and brothers had been good men, loyal men, men who had deserved better than they got, and the families listened without believing him because they knew, as everyone in Chicago knew, that there was no such thing as loyalty in the bootlegging business, only the appearance of loyalty, the performance of loyalty, the careful calculation of who would sell you out and when and for how much, and the calculation always came out the same: everyone, eventually, for enough.
Mickey rebuilt, slowly, painfully, with the stubborn persistence of a man who had nothing left to lose and everything to prove. He found a new warehouse, smaller than the old one and farther from the stockyards, in a part of the city that even the police had forgotten existed. He found new trucks, older models that he bought for cash from a salvage yard in Gary, Indiana, and repaired with his own hands, the way his uncle had taught him, with patience and care and the understanding that machines respected the men who understood them and destroyed the men who didn't. He found new customers, the speakeasies that the big operations had overlooked because they were too small to matter and too poor to pay protection and too far from the center of things to be worth the trouble, and he supplied them with a product that was not as good as the Canadian whiskey he had imported before the war but was good enough, because in Chicago in 1925, good enough was the standard by which everything was judged, the way the city had been built by men who could not afford to be perfect and had learned to be good enough instead.
He did not blame Tommy Doyle. Tommy had been nineteen years old and careless and afraid, and blaming Tommy for being nineteen and careless and afraid was like blaming a match for starting a fire, which was beside the point, because matches were made to start fires and nineteen-year-olds were made to be careless and afraid and the only thing you could do was teach them not to be and then fire them when they failed to learn. Mickey did not fire Tommy, because Tommy's parents had been killed by the Spanish flu and Tommy had nowhere else to go. He kept Tommy on and taught him the streets and the addresses and the borders and the rules, drilling the lessons into his head until Tommy could recite them in his sleep, and Tommy learned, because nineteen-year-olds who have nowhere else to go will learn anything you teach them, the way men on sinking ships will learn to swim, not because they want to but because they have to.
The war between the North Side and the South Side burned for another two years and killed forty-seven people before it sputtered out, exhausted by its own violence, and when it was over, Capone had won and Moran had fled and the city was Capone's, and Mickey was still operating from his warehouse in the forgotten part of the city, smaller than before, quieter than before, but still alive, still running, still refusing to be broken. Capone never came after him. Capone had forgotten him, or decided he was not worth the trouble, or simply moved on to larger things, to the wars with New York and Detroit and the gangs that were springing up in every city that had a river and a port and a thirsty population. Mickey survived, which was more than most of the men who had been involved in the war could say, and he survived not because he was smart or lucky or well-connected but because he was stubborn, because he refused to let a system that was larger than him determine the shape of his life, because he believed, with the irrational faith of a man who had watched everything he built burn to the ground, that dignity was not something you earned or deserved or negotiated for, it was something you claimed, something you held, something you refused to give up no matter how much the world wanted to take it away.
He stood outside his warehouse on a Thursday evening in March, exactly two years after Tommy had delivered the wrong case to the wrong address, and he lit a cigarette and looked at the city and thought about what he had lost and what he had kept and whether there was a difference between the two, and he decided that there wasn't, that loss and survival were the same thing when you looked at them from a certain angle, that every loss was a survival and every survival was a loss and the only thing that mattered was the angle you chose to look from. Mickey Kowalski chose to look from the angle of a man who had not given up, and from that angle, everything looked different, and from that angle, everything was enough.
