Dark Forest Protocol
I.
The envelope arrived on a Tuesday in October 1962, delivered by a man in a grey suit who did not give his name and left before Jack could ask him any questions. Inside was a single sheet of paper with three words: COME TO THE SITE.
Jack Morrison read it twice, crushed it, then read the ashes twice more and went to the address printed at the bottom. It was a building in Langley that did not appear on any map, behind a fence that did not appear on any survey. The guard let him in without asking who he was, which meant either they were expecting him or they did not care. Given the man in the grey suit's departure, Jack suspected the latter.
The briefing room was cold and windowless and smelled of stale coffee and old paper. Director Harold Cross sat at the head of the table, sixty years old and carved from granite. To his right sat a man Jack had never seen before—tall, sharp-featured, with the restless eyes of someone who had spent too long looking at things he could not explain.
"Agent Morrison," Cross said. "You served in Vietnam."
"Four years. Reconnaissance."
"And you survived because you were good at seeing things other people missed."
Jack said nothing. This was not a compliment. It was an assessment.
The man with the restless eyes leaned forward. "Agent Morrison, my name is Dr. Yuri Petrov. I am not supposed to be here. What I am about to tell you will either make you the most valuable asset the United States has ever possessed, or the most dangerous. There is a significant probability of both."
Jack lit a cigarette. Cross did not stop him. "Start talking, Doctor."
II.
Petrov called it the Dark Forest Protocol, though the official designation was PROJECT SILENT NIGHT. The concept was simple and terrifying.
In 1959, the CIA's listening posts in Pakistan and Turkey had detected a signal. It was not radio. It was not anything human technology could produce. It was a pattern of gravitational fluctuations, subtle and rhythmic, coming from somewhere beyond the orbit of Neptune. At first, analysts thought it was a Soviet experiment. Then they realized it was not coming from Earth at all.
"It is a beacon," Petrov said, spreading a map of the solar system on the table. "But not a beacon of greeting. A beacon of warning."
He pointed to a series of dots scattered across the map—star systems where the listening posts had detected the same gravitational pattern. Hundreds of them. Every star system within five hundred light-years of Earth showed evidence of the signal.
"What does it mean?" Jack asked.
Petrov was silent for a long time. "We do not know. But we have analyzed the pattern, and we believe it is a response. Something is answering a question we do not understand. And in every case where we have detected this response, there is no other signal. No other communication. No trace of intelligence."
Cross spoke for the first time. "We believe there is a mechanism in the universe—a system left by a civilization that no longer exists—that detects intelligent life and eliminates it. We call it the Dark Forest Protocol because that is what the universe is. A dark forest. And every civilization is a hunter walking through it, trying not to make a sound."
Jack felt the cigarette burn his fingers. He did not drop it. "And you want me to—"
"We want you to help us build a counter-measure," Cross said. "A way to tell the universe that we are not a threat. That we are harmless. That we should be allowed to exist."
"And if it does not work?"
Cross and Petrov exchanged a look. "Then we will know," Cross said quietly, "that we are alone in a forest full of ghosts."
III.
Berlin, 1969. Jack's official cover was cultural attach at the American information office. His real job was to monitor Soviet deep-space research and determine whether Moscow knew about the Dark Forest Protocol.
He found Natasha in a bookshop on Kurfurstendamm, standing in front of a shelf of Russian poetry she had no intention of buying. She was twenty-eight, blonde and sharp-featured, with eyes the color of winter sky. She spoke English with a hint of something Eastern—Polish, maybe, or Ukrainian.
"You are American," she said, not looking at him.
"I am many things. You are Soviet."
She turned then, and her smile was a blade. "How observant. Perhaps you should write detective stories."
"I have tried. I am bad at fiction. Everything I know is true."
She studied him for a moment, then moved to the next shelf. "What do you know, Mr....?"
"Morrison."
"Mr. Morrison. You know that the world is divided into two camps? That some of us work for the West and some of us work for the East, and neither side knows what is really happening?"
"I know that the real war is not between East and West."
Her eyes sharpened. "Then where is it?"
He should not have said it. He did anyway. "It is between us and the dark."
She went very still. Then, quietly: "Come to the Brandenburg Gate at midnight. Come alone. And do not trust anyone."
IV.
Natasha was KGB. Her codename was NIGHTINGALE, and her network of informants covered East Germany from border to border. She was also, Jack discovered over the next eighteen months, the most dangerous person he had ever met.
They met in safe houses and abandoned buildings and the back rooms of cafes. They exchanged information that neither government knew they had. And slowly, inevitably, they fell in love.
It was not a romantic love. It was the love of two people who had seen the bottom of the world and recognized the same fear in each other's eyes. It was intense and desperate and doomed from the start, like everything else in Berlin.
In 1972, Petrov contacted Jack through channels that even the KGB did not know about. The Soviet Union had also detected the Dark Forest signal. They had also been developing a counter-measure. And they had come to the same conclusion that Jack and Natasha were now approaching: the two programs were identical. Washington and Moscow were building the same thing, in secret, without knowing it.
"We are two children shouting in a forest full of wolves," Petrov told Jack over a encrypted transmission from a safe house in Vienna. "And we think shouting louder will save us."
"What do we do?" Jack asked.
"Stop. Before it is too late."
V.
The launch was scheduled for March 15, 1979. Jack was recalled to Washington to oversee the final phase. Natasha stayed in Berlin, monitoring Soviet movements, keeping the channels open.
In Washington, Jack reviewed the transmission protocol one last time. It was a complex sequence of mathematical primes and basic physics constants, designed to communicate the presence of intelligent life without revealing Earth's exact location. It was elegant. It was careful. It was wrong.
He found the error at 3:47 AM, in a footnote of the calibration data. The "safe declaration" signal contained a frequency modulation that would act as a homing beacon. It would not just tell the universe that humanity existed. It would tell the universe exactly where to find them.
Jack called Cross. The Director was furious. "It is a minor adjustment. We can correct it."
"It is not minor, Harold. It is fatal. We are not sending a message. We are ringing the doorbell."
Cross was silent. Then: "The launch has been authorized by the President. It will proceed."
Jack tried to go public. He contacted journalists, senators, anyone who might stop the launch. They all told him he was compromised, unstable, a veteran with too much war in his head. No one believed him.
On March 14th, he was placed under house arrest. His clearance was suspended. His weapons were taken. He was a man without a country, watching from his apartment in Georgetown as the world ended without knowing it.
The launch proceeded at 0600 hours on March 15th. Jack watched it on television, the rocket rising into the Virginia sky, carrying the signal that would either save or destroy everything.
He did not cry. He had no tears left.
VI.
The signal had been traveling for three years when Jack saw Natasha again. Vienna, November 1982, at a routine intelligence exchange. She looked older. So did he. The war had done that to them both, though neither of them had been fighting the war she knew about.
"You look terrible," she said.
"So do you."
They stood on the bridge over the Danube, watching the barges move slowly downstream. The sky was grey. The wind was cold. Everything was exactly as it had always been in Europe.
"Did you hear from Petrov?" Jack asked.
"Last month. He is retired. Lives in a small house outside Moscow. He says he spends his days gardening and trying to forget what he knows."
"Did it work? The signal? Did anyone answer?"
They stood in silence. The barges moved on.
"No," Natasha said finally. "No one answered."
"Maybe they will. Maybe it takes time."
"Jack." She turned to face him, and her eyes were wet but she did not let the tears fall. "The forest does not answer. The forest waits."
He wanted to hold her. He did not. In Berlin, in any city in Europe, public displays of emotion were either dangerous or pathetic, and he had spent too many years to be either.
"Natasha—"
"Don't. Just... don't. We tried, Jack. We tried to be good. We tried to be smart. We tried to be harmless. And the universe did not care."
She turned and walked away, her coat swirling around her legs, her head held high. Jack watched her go, and he knew that he would never see her again. Not because she did not want to, but because some things, once broken, could not be put back together.
He went back to his apartment that night and took out his service pistol. He did not make a note. He did not call anyone. He sat in his chair by the window and looked out at the Georgetown darkness, thinking of Natasha's eyes and Petrov's garden and the signal climbing through the atmosphere toward a universe that would not, could not, could not ever respond.
He put the pistol to his temple and pulled the trigger.
The sound was small. Smaller than he expected. In a city of millions, no one heard it. No one would have cared if they had.
The dark forest continued, silent and patient, full of ghosts who had once believed that being good would be enough.
