The body was on the balcony of 742 Verdugo Drive at eleven forty-seven on a Friday morning, and Detective Jack Morrissey stood underneath it with a cigarette burning between his fingers and a raincoat that had seen better decades. The balcony was on the ground floor. The man had fallen from it. The window above the balcony was locked from the inside. The man\'s hands were stained with engine oil, not window cleaner. Morrissey didn\'t smoke because he liked smoke. He smoked because the city had put smoke in everything and he figured he might as well get ahead of it.

"Possible accident," the desk sergeant had said. "Old guy fell. Neighbor called it in."

Neighbors called everything in. That was what you got for living in a city where every wall had ears and every ear had a price.

Morrissey looked up at the balcony. It was maybe four feet off the ground. The railing was rusted. The floor was wet from rain that had fallen sometime between midnight and dawn. The man, Frank O\'Brien, sixty-five, Irish, widower, had fallen forward. His hands were outstretched. He had been holding something when he fell. Morrissey found it under the body: a wrench, a half-inch combination wrench, clean except for the oil stains. Not a window-cleaning tool. A mechanic\'s tool.

Victor Deane lived upstairs. Thirty years old, Korean War veteran, worked at Consolidated Weapons on Van Nuys Boulevard. He told Morrissey he hadn\'t seen O\'Brien in three days. "We don\'t talk."

"Why not?"

"Never did."

Morrissey believed him about not talking. He didn\'t believe him about not seeing anything. People saw things in this city whether they wanted to or not.

Morrissey\'s informant at the plant was a guy named Sal who washed floors and heard everything. Sal said Deane had been "not right" since Korea. Didn\'t talk about the war. Worked fourteen-hour days. Kept a .38 in his desk drawer. "He buys coffee for the whole shift sometimes. Pays for nobody\'s lunch. Just coffee. And he stares at the window when he drinks it."

"The window?"

"Faces Verdugo Drive."

Morrissey visited O\'Brien\'s house. It was a small two-story brick building with a garage that had been converted from a carport. The driveway sloped down to the street and ended in a space marked with a chalk line. The space was exactly wide enough for one car. Morrissey measured it: nine feet, three inches. The chalk was faded but legible. FREE PARKING. The city had never officially designated this as a parking space. Morrissey checked with public works. The clerk on the phone sounded surprised. "There\'s no record of any designation on that block. Why?"

"Just checking."

Morrissey went to the LAPD archives. O\'Brien had a record. 1944: disturbing the peace. 1946: assault with a deadly weapon—charge dropped for lack of witness. The weapon was listed as "a length of pipe." Morrissey found the arrest report. O\'Brien had been arrested for hitting someone in a bar on Main Street. The bar owner said O\'Brien had been drinking alone and talking to himself. The bar owner dropped the charges because O\'Brien paid for all the drinks in the bar and the bartender didn\'t want a headline.

Morrissey went back to 742 Verdugo Drive. He parked his \'40 Chevrolet in the chalk-lined space. It fit perfectly. He sat inside and watched the house. An hour passed. A woman came out of the neighboring house—twenty-four, Honor O\'Brien, Frank\'s niece. She wore a yellow dress and carried a bag from the grocery store on Maxwell Street. She looked at Morrissey\'s car, then at the chalk line, then at Morrissey. She walked past him without a word.

In the garage, Morrissey found something the coroner hadn\'t mentioned: Frank O\'Brien\'s old Chevrolet, parked inside the garage, had its brake lines cut. Not worn. Cut. With a knife, cleanly, through the rubber. If Frank had driven that car even a block, he would have gone straight through the garage wall.

Morrissey checked Deane\'s Lincoln. Hidden in the starter motor was a device—a small cylindrical charge with wires running to the ignition key. Not enough to kill a man. Enough to destroy the car. In 1947 Los Angeles, destroying a man\'s car was like putting a bullet in his fence. It was a message.

Morrissey went to the weapons plant. The security chief, a former MP named Briggs, told him Deane was under investigation for selling technical schematics to a "foreign interest." The investigation was quietly dropped. By whom? Briggs shrugged. "City Hall. Someone with a bigger budget than we have."

Morrissey sat in his car and watched Verdugo Drive through the rain-streaked windshield. He thought about the chalk line. Nine feet, three inches. Someone had drawn that line. Someone in public works. Someone who would benefit if that space didn\'t exist anymore. A parking lot developer had been trying to buy the Verdugo block for two years. The city had denied every application. But if the properties on that block were damaged—really damaged—owners might sell. Cheap.

Morrissey wrote his report. Accident. No foul play. He took it to his captain, who read it, nodded, and said: "Good. We got a bigger one downtown."

Morrissey drove home in the rain. He passed Verdugo Drive one last time. The chalk line was gone. The space was empty. The land had been sold. The developer had broken ground on a parking garage. The whole war—Deane\'s explosives, O\'Brien\'s brake lines, the balcony that wasn\'t high enough to fall from, the wrench that wasn\'t for windows—had been for a line of chalk that the city never even meant to draw.

Morrissey pulled into his own driveway. It was four feet wide. He parked his Chevy, killed the engine, and sat in the silence. The rain stopped. A neighbor\'s radio played jazz through an open window—something upbeat, something that didn\'t know anything about him or O\'Brien or Deane or the chalk line. Morrissey got out of the car and went inside. He locked the door. He didn\'t lock it because he was afraid. He locked it because it was what you did.

He never mentioned the Verdugo case to anyone. Not Sal. Not Briggs. Not the captain. Some things you carry. Some things the city carries for you.

The parking garage on Verdugo Drive opened in 1949. It held three hundred cars. Frank O\'Brien died in the apartment above it. Victor Deane transferred to a plant in Detroit. The chalk line was buried under concrete. Nobody remembered who drew it.
