The road to Oxford was long and the winter was early. Anselm of York knew this because the abbot had told him so, and the abbot did not tell things twice.

Sybil had come from a village three days' journey south of York. The village had been called Little Minskin and it had contained forty-seven people. Thirty-two of them were dead when Anselm passed through on his way south, a month ago, on an errand the abbot had sent him on. The plague had not reached Little Minskin yet—not officially, not with the proper diagnosis—but the abbot had seen the bumps and the black spots and the way the survivors looked at each other the way people look at things that are already dead and waiting for permission to fall down.

He had sent Sybil away. Not because he cared about her—he cared about many things, but a ten-year-old peasant girl was not among the most important—and not because he was sentimental. "The New学院 is near the old city," Anselm said, consulting a map the abbot had given him. "Past the market, past the cathedral, past the river. We'll find it."

They found it on the second afternoon. It was not a single building but a cluster of them: a former monastery that had been secularized during the Reformation, a nearby house that served as dormitories, and a small chapel that was used for lectures and debates and the occasional public execution of ideas that had been deemed heretical.

The entrance was guarded by a man who looked like he had been a soldier once and had not quite forgotten how to act like one. He wore a tunic that had once been fine and was now stained and faded, and he had a scar across his left cheek and eyes that assessed everyone who approached with the same cold, calculating look that soldiers use to determine whether someone is a threat or a target.

Anselm sat in the back of the hall and watched the faces around him. Some nodded. Some frowned. Some looked bored. And he copied because not copying was not an option. Not for him. Not for the abbot. Not for the thirty-two dead people in Little Minskin and the seven who had survived and the one girl who had walked three days with a scribe toward a city that might save them or might destroy them.

He copied. And as he copied, he understood something that the abbot had known and his father before the abbot and the monks before his father and the monks before his father and all the way back to the beginning of the long, slow chain of people who had believed that words mattered more than swords and truth mattered more than power and that the only way to win was to keep copying, keep distributing, keep carrying the weight of dangerous things until the weight became so great that the people who tried to suppress it would be crushed beneath it.

The copying took six weeks. Six weeks in the scriptorium that Brother Richard had prepared. Six weeks of copying the abbot's records into twelve separate copies, each one identical, each one a complete record of everything that powerful men had done to maintain their power.

On the seventh week, Brother Richard returned.

"Are they finished?" he asked.

Anselm looked at the twelve bundles of parchment stacked against the wall. Each one contained the complete records. Each one was a weapon. Each one was a seed that, if planted in the right soil, might grow into something that could not be ungrown.

"Yes," he said.

Brother Richard smiled. "Excellent. We'll arrange distribution."

He did not ask how many copies there were. He did not need to. He knew. The men who had funded the New学院, who had provided the scriptorium, who had appointed Brother Richard to oversee distribution—they knew exactly how many copies had been made.

And they had planned for this.

Anselm knew it the moment Brother Richard smiled and said excellent and walked away with the kind of stride that men use when they believe they have already won.

He went to Sybil's corner. She was awake, watching him with her bright, dark eyes.

"It's time," he said.

She sat up. "Where are we going?"

"Everywhere."

He gathered the twelve bundles and stacked them on a cart that had been provided for the scriptorium's use. He loaded Sybil onto the cart. He pushed it out of the New学院 and into the Oxford morning and began the long walk to the river.

The Thames ran brown and slow through Oxford, carrying with it the runoff from a thousand years of human activity and the garbage of a city that produced more than it consumed and the leaves of trees that had fallen and rotted and would fall and rot again next autumn regardless of whether truth was distributed or suppressed.

Anselm stood on the bridge and looked at the water and thought about what he was about to do.

Brother Richard and his men would collect the bundles and distribute them according to their plan. They would send copies to sympathetic newspapers and sympathetic scholars and sympathetic nobles who understood that truth, properly managed, was a tool that could be used to strengthen rather than weaken the existing power structure.

They would control the distribution. They would control the narrative. They would turn the abbot's truth into another weapon in the arsenal of the powerful.

But Anselm had made twelve copies. And Brother Richard was going to collect only one.

While Brother Richard's men were collecting the bundle from the scriptorium—the bundle that Anselm had carefully labeled and stacked in the most visible position—Anselm had hidden eleven bundles in eleven different locations around Oxford. In the pockets of traveling merchants. In the saddlebags of pilgrims heading south and east and west. In the cargo holds of barges bound for London and Canterbury and York.

Eleven bundles. Eleven seeds. Eleven chances for the truth to grow in soil that Brother Richard and his men did not control.

He pushed the cart to the edge of the bridge. The cart contained the one bundle that Brother Richard was going to collect. The controlled copy. The one that would be distributed according to plan.

He lifted the cart and tipped it forward and the bundle fell into the river and sank beneath the brown surface and was carried downstream toward a world that was not ready for the truth but would have to face it eventually.

Then he turned to Sybil and took her hand and walked away from the bridge and away from the New学院 and away from the men who thought they controlled the distribution of truth and toward a future that belonged to no one and everyone.

Sybil looked at him. "Where are we going now?"

He looked at the river. He looked at the sky. He looked at the girl who had survived a plague village and a long walk and a city full of men who thought knowledge was a weapon.

"Everywhere," he said.

And they walked.
