The rain in Los Angeles don't wash things clean. It just makes the dirt slicker.

I was hanging off the side of the Pentagon Annex building on Sunset, two hundred feet of empty air between my boots and the sidewalk, watching the rain turn the neon signs into watercolor paintings. My left shoulder was killing me—the shrapnel from Okinawa don't like cold weather, and November in LA is about as cold as it gets, which is to say not cold at all but damp enough to make an old wound ache like it's trying to tell me something.

The something was probably that I needed a drink.

"Kovac!" came a voice from the scaffold above. It was Ray, my foreman. "You gonna stand there all day or you gonna finish that pane?"

"Depends," I called back. "You gonna pay me or make me do it for the love of the game?"

Ray laughed, which was his way of saying he'd forget to deduct the cost of the cleaning solution from my check again. I've been working for Pacific Heights Building Maintenance for eight months, and I've never once seen them deduct anything that wasn't absolutely necessary. Which wasn't much.

I went back to work. The window was a sheet of bulletproof glass—military contract, which is why the pay was better than commercial cleaning jobs. Two dollars an hour instead of one-fifty. Worth the risk, too. The Annex building faces west, which means at certain times of day the sun bounces off the glass and blinds you for about thirty seconds. Thirty seconds two hundred feet up is an eternity. You blink at the wrong moment, your hand slips, and you become a stain on the sidewalk.

I've seen it happen. Twice.

The first time was a guy named Charlie. He was from Texas, same as me, and he could clean glass faster than any man I'd ever worked with. He had hands like a pianist and eyes like a hawk. He fell on a Tuesday, in the middle of the afternoon. I was on the scaffold next to him. I heard the safety line snap— sounded like a rifle shot— and then I saw him fall. Not down. Sideways. He swung out over the street like a pendulum and hit the building three floors below.

I didn't look again. I finished the pane. That's what you do. You finish the pane.

The second time was a woman. I don't even know her name. They told us she slipped. Slipped on a clean window, two hundred feet up, with a safety line that was inspected every week. Slipped.

I started keeping a bottle of whiskey in my tool bag after that.

I was cleaning the sixth floor when I saw it.

The Annex building has a wing that the civilian cleaners don't touch. Wing C, they call it. You need special clearance to get near it, which means the windows get cleaned less often. When I got to the sixth floor of Wing C, I noticed something unusual.

The window was open.

Not cracked open. Open. Wide enough to stick your head through. And through the window, I could see into an office.

Now, I've cleaned windows for eight months. I know the drill. You don't look inside. You don't peek. You hang there with your squeegee and your bucket and you pretend the building is a mirror and the people inside don't exist. It's the first thing they teach you at orientation. "The window is a boundary," the instructor said. "On one side is the worker. On the other side is the world you don't belong to. Respect the boundary."

But the window was open, and the office was lit, and I could see—

I saw a map. A big one, covering an entire wall, with red strings connecting pins. I saw men in uniform standing around a table looking at documents. I saw a large circular object on the wall that looked like—

Like a mirror.

A silver mirror, thirty feet across, mounted on a steel frame. I'd seen those before. Every morning for three weeks, I'd cleaned a prototype of one over the Hudson River for a project called Apollo. This one was bigger. And it wasn't over a river. It was in a military building in downtown Los Angeles.

I should have looked away. I should have finished the pane and moved on to the next one.

I didn't.

I stuck my head through the window—rain was pouring down behind me, soaking my shirt, but I didn't care—and I looked inside.

The office was full of documents. I couldn't read them from where I was, but I could see the headings. Some of them were stamped TOP SECRET. One of them had a picture of the Apollo mirror on the cover, with handwritten notes in the margins.

And then I saw something that made my blood go cold.

A photograph. Taped to the inside of the window, right where I was standing. It showed a commercial airplane—Pan Am, I think it was—mid-flight, with a trail of smoke coming from one of the engines. The date stamp in the corner was three weeks ago.

Three weeks ago. The same week the Apollo mirror had its "inaugural demonstration."

I don't know how I knew it, but I knew. I just knew. The mirror wasn't just reflecting sunlight. It was doing something else. Something that had brought down a Pan Am jet.

I pulled my head back out the window and closed it behind me. My hands were shaking. Not from cold. From fear.

I finished the pane in silence. Ray asked me if everything was okay. I said yes. It was the first lie I'd told in eight months.

I didn't sleep that night. I lay in my room at the boarding house on Central Avenue, staring at the ceiling, thinking about the photograph and the Pan Am jet and the Apollo mirror and what the hell it was really doing.

At three in the morning, I got up, poured myself a shot of whiskey from the bottle in my drawer, and made a decision.

I was going to find out what was going on.

Not because I'm a hero. I'm not. I'm a cleaning man from Texas with a bad shoulder and a whiskey habit and a military discharge that says "honorable" but really means "we'd like you to stop asking questions." I'm not a hero.

But I'm also a man who saw a photograph of a plane falling out of the sky and was told nothing happened. And in my experience, when the government tells you nothing happened, something always happened. Something big. And someone always pays for it.

Usually people like me.

I started looking for answers the next day. Not at work—that would have been stupid. I looked after work, in the bars and diners and public libraries around LA, asking questions in the way a man asks questions when he doesn't want to be found asking them.

"Ever hear of the Apollo mirror?" I'd say, casual-like, over a beer.

And people would look at me funny, because the Apollo mirror was big news. Everyone had read about it in the papers. A giant solar reflector over the Hudson River that would bring free sunlight to Manhattan. A humanitarian project. A miracle of modern engineering.

But miracles don't bring down Pan Am jets.

I asked a different way. "You know what that mirror actually does?"

That got me different answers. From a guy at a bar in Boyle Heights: "It reflects sunlight. Duh." From a librarian at the Central Branch: "It's a scientific achievement." From a drunk man at a diner on Vermont Avenue: "It's a weapon. I heard it's a weapon."

The drunk man was right.

I found out for sure a week later, from a woman named Valerie St. Clair.

I met her at a bar called The Blue Note on Wilshire. I was sitting alone, drinking a beer and trying to look invisible, when she sat down next to me.

She was maybe twenty-five, with dark hair and dark eyes and a face that was beautiful in the way a loaded gun is beautiful—every line and curve designed for a specific purpose. She was wearing a simple blue dress and nothing else that caught my attention, except for the small silver badge clipped to her purse.

I recognized the badge. It was a lab access pass. The kind they give scientists and engineers at military facilities.

"You're Dan Kovac," she said. It wasn't a question.

"I've been called worse."

"You work for Pacific Heights Building Maintenance. You clean the Annex building."

"I clean windows. That's all."

She smiled. It wasn't a friendly smile. "You saw something. In Wing C. Sixth floor."

I set down my beer. "I don't know what you're talking about."

"You saw the mirror. And you saw the photograph." She leaned closer. "The Pan Am jet."

I said nothing.

"I work at the Apollo Project," she said. "I'm a technician in Laboratory Three. And I know what that mirror really does."

"Let me guess. It reflects sunlight."

"It reflects sunlight," she agreed. "And it focuses it. Into a beam. A laser beam. Powerful enough to—she lowered her voice—"enough to disable aircraft. Or burn holes in them."

I felt the whiskey I'd had at lunch rise up in my throat. "A weapon."

"A very expensive weapon," she said. "And the Pan Am jet wasn't an accident. It was a test. They pointed the mirror at the jet and fired. The beam went through the engine, caused a fire, and the pilot couldn't land in time."

"Who ordered the test?"

She looked at me carefully. "Why do you want to know?"

"Because a man died. And nobody's investigating."

"Colonel Harrison ordered the test. Harrison is the head of the Apollo Project. And he's not going to be investigated. Nobody investigates Colonel Harrison."

"Then I will."

Valerie laughed, but there was no humor in it. "You? A cleaning man? You can't even prove the mirror is a weapon, let alone take down Colonel Harrison."

"I have the photograph," I said. "And I have witnesses. The guys who clean Wing C. We all saw it."

"Did you? Or did you see what you were allowed to see? Kovac, you're a veteran. You know how this works. The government does something bad, and then they bury it under enough paperwork and secrecy that nobody can dig it out. You have one photograph and a bunch of cleaning men. Harrison has the Army, the FBI, and a courtroom full of judges who owe him favors."

"I know the odds," I said.

"Then why are you doing this?"

I thought about it. I thought about Charlie, falling two hundred feet. I thought about the woman whose name I didn't know, slipping on a clean window. I thought about the Pan Am jet and the men and women on board who were just trying to get home.

"Because somebody should," I said.

Valerie studied me for a long moment. Then she reached into her purse and pulled out a small envelope, slid it across the bar, and stood up.

"Inside is an address. Come tomorrow night at nine. Come alone. And Kovac?"

"Yeah?"

"Don't get yourself killed. I'd hate for all this to be for nothing."

She walked out of the bar, and I sat there for a long time, staring at the envelope.

Then I picked it up, put it in my pocket, and ordered another beer.

The address led me to a warehouse in Long Beach, and inside the warehouse, I found a man named Frank Colby, an investigative journalist for the Evening Herald.

Colby was a small man with big eyes and hands that shook—not from age, but from caffeine and nicotine and the kind of nervous energy that comes from spending your life chasing stories that powerful men want buried.

"Kovac," he said, extending a trembling hand. "Valerie say you've got something."

"I've got a photograph," I said. "And I've got testimony from three other window cleaners who saw the mirror in operation."

Colby's eyes widened. "A laser weapon? On a solar mirror?"

"That's what Valerie says."

He sat down at a desk covered in newspapers and article drafts and empty coffee cups. "If this is true, it's the story of the decade. A military project disguised as humanitarian, testing a laser weapon on a civilian aircraft, and covering it up. But Kovac, I need more than a photograph and some cleaning men's word. I need documents. Real documents. Things I can print and sign my name to."

"I don't have documents."

"Then you don't have a story. You have a rumor. And rumors don't win lawsuits. They don't topple colonels. They don't even make the front page."

I thought about this. I'd known it already, in some way. A photograph isn't proof. Testimony isn't evidence. You need paper. You need ink. You need something you can hold in your hand and say, "This is real."

"What if I could get documents?" I said.

Colby leaned forward. "Where?"

"The Apollo Project headquarters. In the downtown office. Harrison keeps his files in a safe in his private office. If I could get inside—"

"You could go to jail for ten years. Minimum. Invasion of federal property. Espionage. They'd bury you so deep you'd forget your own name."

"I've been in jail," I said. "Okinawa was worse."

Colby stared at me for a long moment. Then he nodded slowly. "Okay. Here's the plan. I'll give you a blueprint of the building. You memorize it. You find Harrison's office. You get whatever documents you can. You bring them to me, and I'll print the story and send it to every newspaper in the country."

"And you?"

"I'll make sure the story gets published. Even if they try to kill me." He smiled, and it was a sad smile. "Journalism is a dangerous profession, Kovac. But somebody has to do it."

I got inside the Apollo Project headquarters on a Thursday morning, dressed in a maintenance worker's uniform and carrying a bucket and a mop. The security guard at the door didn't even look at me. Men in uniforms like mine walk through that building every day, and he's seen so many of them that they blur together.

I made my way to the seventh floor, found Harrison's office, and waited until the hallway was empty. Then I went in.

The office was exactly what you'd expect from a colonel: dark wood, military photographs, a flag in a glass case, and a safe behind the desk.

The safe was old—Keller brand, I'd guess, based on the shape of the dial. I'd learned to crack safes in the Army, and I hadn't forgotten. It took me twelve minutes, but I got it open.

Inside were files. Dozens of them. I pulled out the ones that looked most important—test reports, mission logs, internal memos—and stuffed them into my mop bucket, under the mop.

Then I heard footsteps in the hallway.

I slipped out of the office, closed the door, and melted into the stairwell just as Colonel Harrison walked past, talking on a telephone.

I descended seven flights of stairs, walked out the front door, and was on the street before Harrison reached the second floor.

I met Colby that night at the warehouse. I dumped the documents on his desk, and he read them for an hour without speaking. When he finished, he looked up at me with tears in his eyes.

"My God," he said. "It's all here. The test orders. The cover-up. The bribes to the aviation board. Kovac, this is it. This is the story."

He worked for three days. Three days and nights without sleep, typing and editing and calling contacts at every newspaper he could reach. On Saturday morning, he called me.

"It's published," he said. "Every major paper in the country. The Herald, the Times, the Tribune, the Post. They're all running it. 'Apollo Mirror Tested as Laser Weapon on Civilian Aircraft,' that's the headline. It's on the front page of every paper in America."

I sat down on the edge of my bed. "Harrison?"

"They're arresting him as we speak. The FBI raided his house this morning. The Secretary of the Army is on the phone with the President as we talk. Kovac, you did it. You brought him down."

I didn't feel like I'd done anything. I felt tired. I felt old. I felt the shrapnel in my shoulder aching worse than it ever had.

"Valerie?" I asked.

"She's safe. She's in Chicago, under a new name. She'll come back when it's over."

"When's over?"

"When they stop looking for people like us."

I went back to cleaning windows the following Monday.

Not because I wanted to. Because I needed the money. And because there's a certain peace in hanging two hundred feet above the street, watching the city wake up below you, knowing that the glass you're cleaning is clean and nothing bad is hidden behind it.

Colby's story ran for three weeks. Three weeks of headlines and investigations and hearings and resignations. Then it faded, because that's what news does. It fades. And the men who were caught—Harrison, two generals, a handful of bureaucrats—they got prison sentences that were lighter than they deserved, and within a few years they'd be walking free, looking for new jobs in new industries.

But for three weeks, the truth was out there. And for three weeks, America knew that its government had shot down a civilian plane and lied about it.

That has to count for something.

I don't know if it does.

I'm hanging off the side of a building on Spring Street now, cleaning a window on the twelfth floor. The rain has stopped. The sun is coming out. And below me, the streets of LA are filling with people going to work and buying groceries and living their lives, none of them knowing that once, not long ago, a cleaning man and a journalist and a technician brought down a colonel and exposed a secret that powerful men wanted buried forever.

Maybe they'll never know. Maybe it doesn't matter.

But the glass is clean. And that has to count for something.
