The Paper Phoenix

The phoenix was made of mulberry paper and glue, and it was going to get Chancellor Wei killed.

Wei watched from behind the lacquered screen as the tribute envoy from Nanzhao unwrapped the gift. The phoenix was exquisite—its wings spanned three feet, each feather individually cut and painted with such precision that the bird seemed ready to burst into flame and rise. But Wei's eyes were on the envoy's hands, and he saw what the man was trying to hide: the tiny scroll tucked inside the phoenix's hollow breast.

"The craftsmanship is extraordinary," the Emperor said, leaning forward on his dragon throne. "Who made this?"

"A humble artisan of Nanzhao, Your Majesty," the envoy said, bowing deeply. "He calls himself 'The Paper Phoenix.'"

Wei stepped out from behind the screen. "Your Majesty, I believe the gift contains a message."

The court went silent. The envoy's face didn't change, but Wei saw the vein in his neck pulse once, rapidly.

"Chancellor Wei," the Emperor said, his voice mild. "You interrupt a tribute ceremony with an accusation. Do you have evidence?"

Wei approached the phoenix. "With Your Majesty's permission." He reached into the paper bird's breast and extracted the scroll. He unrolled it. The characters were tiny, written in Nanzhao script, but Wei had spent three years in the border provinces. He could read them.

It was a marriage proposal. The Nanzhao king's daughter, offered to the Emperor's youngest son. And with the marriage would come Nanzhao's demand: the return of the Six Zones, the territories the Empire had seized twenty years ago.

The Emperor's face went still. Wei knew that stillness. It meant the Emperor was calculating how many people he needed to execute to contain this information.

"Leave us," the Emperor said to the court. His voice was quiet. It was the voice of a man who had ordered the deaths of ten thousand people and would do it again before breakfast.

When the hall was empty except for Wei and the Emperor, the Emperor said: "Who else knows?"

"No one, Your Majesty. I opened the phoenix myself. The envoy thinks his secret is safe."

The Emperor looked at Wei for a long time. "You are very clever, Wei. Perhaps too clever."

Wei bowed. "I serve only Your Majesty."

"That," the Emperor said, "remains to be seen."
