ACT I: THE COIN

The coin was on Tommy Cross's desk like an accusation. Silver, palm-sized, with a dragon coiled around its face like it was trying to protect something. Tommy had found it in the pocket of a dead man's coat—a junkie found in an alley off the PCH, no ID, no story. Just this coin, warm against the dead man's hip like it had a heartbeat.

The rain had been falling on Los Angeles for three days. Tommy's office window was fogged at the edges, and the neon from the diner across the street painted his desk in pulses of red and white. He'd been staring at the coin for twenty minutes.

The dead man was called Ray Kowalski. No records. No fingerprints that matched. But Tommy had seen the man's hands—calloused, worked, the hands of somebody who'd built things, not destroyed them. Junkies didn't have hands like that.

Tommy picked up the coin. It was cold now. He rubbed his thumb over the dragon's scales and felt something almost like vibration. Not magic. Just the pulse in his own thumb, probably. He was tired. He'd been tired since Vietnam, since Da Nang, since he learned that death was just a word people used when they couldn't handle what they'd seen.

He put the coin in a evidence bag, wrote "found, PCH alley, 03/14/47" on the label in a hand that shook only slightly, and dropped it in his desk drawer.

The drawer already contained three other things: a bottle of bourbon that he didn't drink at work (usually), a photograph of Diane that he didn't look at (sometimes), and a .38 that he kept loaded (always).

His partner, Doc Vasquez, knocked and came in without waiting. Doc was a forensic pathologist who treated autopsies like conversations. "Hey, Cross. You got a minute? Or you gonna keep brooding like a Victorian widow?"

Tommy closed the drawer. "What do you have?"

"The junkie. I ran him again. Clean record, but his teeth—someone did serious dental work. Expensive. This guy wasn't begging on corners. He was hiding money."

"Where?"

"That's the thing. I couldn't find any. But I found something else." Doc leaned on the desk and lowered his voice. "There's a pattern, Tommy. Three men in the last year, all with no records, all found dead in alleys, all with this"—he pulled something from his coat and put it on the desk.

Another coin. Same dragon. Same silver.

Tommy felt something in his chest tighten. Not fear. Recognition. He'd seen this pattern before, somewhere deep in the wreckage of his memory, in the parts of Vietnam he still didn't talk about.

"Three?" he said.

"Four now," Doc said. "Including the junkie."

The rain kept falling. Tommy picked up the coin and felt the dragon's scales under his thumb.

ACT II: THE OLD MAN

Big Ear O'Donnell lived in a house on Hollywood Boulevard that looked like it had survived the war and was planning to outlive everybody else. The house was full of maps—cold war maps, Soviet military installations, Cuban coastlines—and a refrigerator stocked with Smirnoff and cigarettes that had been around since Eisenhower.

Tommy found him in a leather armchair that had molded itself to Big Ear's body over decades. Big Ear was seventy, retired from the FBI after working case files that would make a priest blush, and he looked at Tommy like Tommy was a puzzle he was enjoying trying to solve.

"Cross," Big Ear said, not looking up from the newspaper. "You smell like rain and bad decisions."

"Hi, Ear."

"Sit. Drink." He pointed to a glass with amber liquid in it. Tommy drank it. It tasted like iodine and regret.

"What do you know about dragons?" Big Ear asked.

Tommy sat. "Dragons aren't real."

"I didn't ask if they were real. I asked what you know about them." Big Ear folded the newspaper and put it aside. His eyes were blue and sharp, the eyes of a man who'd spent forty years reading lies. "In every culture, the dragon represents something. Power. Transformation. The thing you can't kill no matter how many arrows you shoot at it."

He leaned forward. "There was a group in Los Angeles in the forties. Called themselves the Dragon Syndicate. Not a criminal organization. Not exactly. They were more like—like a shadow government. Police, politicians, union bosses, Hollywood producers. Six families, originally. They controlled everything from the port to the parliament."

"Six?"

"Six. Each one controlled a piece of the city. The port was Romanelli. City hall was Finch. The unions were O'Brien. Hollywood was—" Big Ear paused. "Hollywood was someone I still can't name. Not because of danger. Because of shame."

Tommy's pulse was climbing. The coins. The dead men. The pattern.

"Four of the six dragons are dead now," Big Ear said. "And the men who knew about them are dying too. Your junkie friend—Ray Kowalski—he wasn't a junkie. He was a bookkeeper. For the syndicate. He ran. And they found him."

Tommy felt the room tilt slightly. "Why are you telling me this?"

Big Ear poured another drink. "Because you already know. You've always known. You just didn't know you knew it."

ACT III: THE TESTIMONY

The hearing was in a room that smelled like floor wax and fear. Eighty seats, all of them full. Reporters in the back, suits in the front, and Tommy Cross standing at the podium with three envelopes in his pocket and a headache that wouldn't quit.

The committee chairman—a man with silver hair and a smile that didn't reach his eyes—was nodding at him encouragingly. "Mr. Cross, you have the floor."

Tommy opened the first envelope.

What followed was not a speech. It was an autopsy. Tommy laid out the evidence like a coronator laying out a body—methodical, unhurried, devastating. The port corruption: Romanelli's crew running smuggled goods through Terminal 4, documented by dockworker testimony and shipping records that Doc had help him reconstruct from hospital disposal logs. City hall: Finch's ring of judges and aldermen, bought and paid for by the syndicate, documented by bank records that somebody careless had left in a public filing.

The second envelope contained the union corruption. O'Brien's grip on the longshoremen and the construction workers, enforced by violence and fear. Tommy named names. He named dates. He named amounts of money that made the committee chairman's smile freeze.

The third envelope was the hardest. Tommy closed it for a full ten seconds before opening it. Inside was a single page—a list of names. Police officers on the syndicate's payroll. His own badge number was on the list.

The room went silent. Tommy could hear the rain against the window again, the sound of Da Nang, the sound of everything he'd been running from since he came home.

"I am a member of the Los Angeles Police Department," Tommy said, his voice steady despite everything. "And I am on this list. I am standing here because I can't unsee what I've seen. But I am not asking you to forgive me. I'm asking you to—"

He stopped. The words he'd prepared had evaporated. What came out instead was something simpler.

"I'm asking you to look at it. All of it. Not just the syndicate. Not just the corrupt cops. Look at the whole system. Because the dragon isn't just out there. It's in here." He tapped his chest. "And it's in here." He tapped the room. "And if we don't kill it, it will eat all of us. Starting with the people who think they're already dead."

He sat down. The room didn't applaud. It breathed.

ACT IV: THE SHADOW

Diane Moreau was dead when Tommy got home.

He knew it before he opened the door. He knew it by the silence—the particular kind of silence that a room makes when it knows something terrible has happened and is waiting for you to discover it.

She was on the couch in the apartment she'd shared with him two years ago, before he drove her away with his drinking and his obsession and his need to find the truth even when the truth was a poison. She was wearing the blue dress. Her hair was spread on the pillow like ink in water. Her eyes were open.

The coroner said it was clean. A bullet to the chest. Quick, probably. The kind of kill that says "message" more than it says "solution."

Tommy sat on the edge of the couch and watched the rain streak the window. The hearing had destroyed the syndicate. The headlines the next morning were enormous: "DRAGON EXPOSED," "SIX FAMILIES FALL," "L.A. SHOCKED." The six families were in custody. Romanelli had flipped. Finch had jumped. The others were waiting for deals.

Tommy had won.

Diane's hand was still warm. Tommy picked it up and pressed it against his face. It was the first time in his life he'd let himself grieve something. The war had been too big to grieve. The corruption had been too ugly to grieve. But this—this was small and clean and final.

He sat there for a long time, holding the hand of a dead woman in a room full of rain, and when he finally stood up, he was a different man. Not a better man. Just a different one.

The next morning, Tommy went to Diane's grave. He stood there in the rain with a single white flower and a report he'd won for a world that hadn't changed. Then he turned and walked back toward the city, toward the shadows, toward whatever came next.

The rain didn't stop. Nothing ever really stopped in Los Angeles. It just changed shape.
