At 4:00 PM every afternoon, the system activated, releasing what the municipal communications team called "emotional-comfort rain." Officially, the purpose was to reduce collective stress indices. Unofficially, it was the most effective and least noticeable form of population management ever devised.

Daniel Park walked home through the central plaza on a Thursday in November 2210, passing beneath the steady cascade of engineered precipitation. His biometric wristband hummed softly against his skin—a monthly emotional scan was due in three days, and the anticipation always triggered a low-grade anxiety that his own scan reports flagged as "within normal parameters."

Daniel was an emotional compliance auditor. His job was to review citizens' monthly emotional scan reports and verify that "corrections" had been effective. A correction was not a punishment. It was an optimization. When a citizen's "connection concentration"—the intensity of their emotional bond to any specific individual—exceeded established thresholds, they were notified to undergo a memory dilution procedure. Their memories were preserved intact. Only the emotional intensity associated with those memories was reduced to below five percent.

It was the most humane form of control imaginable. You remembered everything. You just stopped feeling it as deeply.

In the plaza, beneath the engineered rain, Daniel saw a woman standing with her eyes closed and her face tilted upward. She held no umbrella. She wore no protective coating. She simply stood in the rain, and her face—

The woman was not merely standing in the rain. She was moving her hands through it. Daniel did something that had not appeared in his audit record in three years. He removed his raincoat and extended it toward the woman's direction. He did not see her take it. The rain was too heavy, and he was already walking away.
